The answer is blowin’ in the wind

Somebody suggested maybe Bill Clinton ought to resign.

My initial reaction was no way should any president quit because of his sexual peccadilloes. Then, as I begin to think about it, perhaps it makes some sense.

Clinton has wounded himself, probably irreversibly. Despite the pious protestations, the attacks will continue as long as others feel there is political capital to be gained, and judging from the coverage so far, there is substantial political advantage in this situation, maybe?

I can’t imagine Clinton being able to get anything through Congress the next two years. The HMO reforms will die. “Big Tobacco,” which was on the ropes, will slide off and survive. All of his judicial appointments will be blocked. In effect, to use the appropriate analogy, he’s castrated his administration.

Congress will play with the idea of impeachment, and while all this is going on, everyone of them will watch the polls to try and sniff which way the public is leaning. They really don’t want to impeach him because a mortally wounded and ineffectual president, constantly having to defend himself, is much more valuable to them than a new president. Ultimately, what happens will depend on how we, the American public, feel.

The strangest part is that like most of us, I’m truly uncertain about how I feel. This isn’t an issue that just breaks into a simple partisan division. I can’t remember a political event where I’ve had such totally conflicting emotions, and I suspect I’m not alone in that regard.

I’m furious at Clinton for putting himself into this position.

I’m saddened to see a man of such promise self-destruct.

I’m appalled at the entire prosecutorial apparatus of Kenneth Starr and the utter amorality of the quest to destroy Clinton.

I’m fearful we are now into a new era of American politics, an era where there are no rules of civility. The simple fact is now nothing is off limits.

I suspect long after Clinton is gone, we the American people will be paying a fearsome price over this.

What last vestiges of idealism we had are gone?

Who can believe a word any politician says, whether it be the president, the speaker or any member of the U.S. Senate?

Who can believe that any of them have any morality that isn’t for sale to the highest bidder?

Who still believes that the FBI and CIA aren’t corrupt and out to protect their agencies at any cost, and the rest of us be dammed?

Who believes that the special prosecutor is not just a partisan instrument, willing to do anything to serve his masters?

Who believes that the judiciary, which supervises the special prosecutors, is anything more than a rubber stamp to a political agenda?

Who believes that the pundits on TV or in the national print are anything more than a bunch of guys on the make, looking for lecture contracts?

Who believes there is any significant difference anymore between the Star and the Enquirer, on the one hand, and the Washington Post and The New York Times, on the other hand?

Unfortunately this whole battle is a lose-lose situation for the American people.

It’s time for the Clinton administration to end and the presidency of Al Gore to begin.

Dolphin behavior intrigues watchers, puzzles experts

John De Herrera stopped by a friend’s house at El Pescador beach Friday around 8:30 a.m., hoping to catch some early morning waves. Climbing atop a nearby rock to check on the surf, what caught his eye instead was an unusual sight a short distance away.

“I looked down and there was a [dolphin] carcass in the water and there were some dolphins around it,” De Herrera said.

Concerned, he called Malibu Dolphin Rescue and was told by Executive Director Mary Frampton that nothing could be done until the carcass washed ashore. De Herrera volunteered to paddle out and bring the dead dolphin ashore. By that time, the dolphins had moved about one-quarter mile west along the beach.

De Herrera paddled out and came within 15 feet of the floating carcass. Although he believes the dolphins were aware of his presence, “for the most part they pretty much ignored me,” he said. The dolphins did, however, prevent him from getting any closer to the carcass for the 20 minutes De Herrera was near them.

“They kind of came up from underneath [the carcass] and pushed it away,” he said. “I got the impression they didn’t want me to intervene in any way.”

Evan Smith also noticed the strange behavior from his home on La Piedra Beach. A little before 8 Friday morning, he saw a dolphin that was “moving funny” about 100 yards offshore. A look through his binoculars showed two dolphins pushing a carcass to the water’s surface.

The dolphin was pretty well decayed, Smith said. “Its rear flipper was mostly gone, its snout was decayed, it looked like scavenger fish got to it. It looked bloated, like it had been dead for awhile.”

De Herrera and Smith were not the first individuals to witness the dead dolphin. Joe Cordaro, a wildlife biologist at the National Marine Fisheries Service, said it was first reported Aug. 9. The dolphin was very well decayed by that point, Cordaro said, suggesting it had been dead for some time prior to that first sighting.

The dolphin was spotted a fourth time two days after De Herrera and Smith’s sighting. Frank Miller stepped outside his home on Malibu Cove Colony Drive Sunday afternoon and noticed a dolphin approximately 50 feet east of his home.

“It started to move,” Miller said. “I thought it was alive because you could see a slight wake.” Miller’s son-in-law came outside to take a look, and the two determined that the carcass was being pushed by two dolphins.

The behavior seems similar to what occurs when a female dolphin gives birth, Cordaro said. On those occasions when the calf does not surface, “dolphins will attempt to float the animal,” he said. “Floating” means that the dolphins attempt to push the calf to the water’s surface to help it breathe. But De Herrera, Smith and Miller agreed that, based on its size, the carcass is that of an adult dolphin.

Cordaro said whether dolphins would attempt to float a dead one is uncertain. “It could be that they will do it with any animal,” he said. “From what I’ve read and seen, they can’t recognize that it’s dead right off the bat. They can’t make that logic step that the animal isn’t alive.”

Because he does not think a dolphin can distinguish between one that is dead or alive, Cordaro said the behavior may possibly be attempts to float the dead dolphin.

Frampton, however, disagrees. She has studied dolphins and believes they possess the capability to determine whether another dolphin is alive. “I think they know exactly that this animal is not alive and that something else is going on,” she said. “This is just very unusual behavior.”

De Herrera, who has come into close contact with dolphins while surfing, said this is the first time in more than 20 years that he has observed this type of behavior.

Smith wonders whether the dolphin’s death was caused by old age or if it could have possibly become tangled in a fishing net.

“I doubt that it was involved in a human-related act,” Cordaro said. Becoming entangled in a fishing net would have separated the dolphins, he said. Although the exact cause of death cannot be determined until an autopsy is performed, it was probably of natural causes. “There’s just a whole slew of diseases and parasites a dolphin can contract,” Cordaro said.

Even if the dolphin does eventually wash ashore, the state of decomposition will make it extremely difficult to determine the cause of death unless there are external markings on the animal, Cordaro said.

The reason for the dolphins’ behavior is even more difficult, if not impossible, to determine.

“It could be the bond is so strong, they’ll just keep pushing it,” Cordaro said. “It could be that because it’s one of their own, they’ll keep tending to it until it washes up on shore. What you’re asking is to get inside the head of a dolphin, and at this point we just don’t know.”

Frampton agrees. “Maybe they do this all the time, but isn’t it interesting that people who study dolphins don’t know what’s going on?” she asked. “It’s just sort of a mystery.”

Coming into Malibu will be a pain for several months. This pain is doing damage to all persons that live, work, play or earn a living from having invested in this city. This slide problem seems to have grown worse than need be, causing more pain than is necessary. I don’t know if past repairs were done correctly, or if a less drastic reaction would reduce the traffic problem, but a few simple things that I think would help a lot are: retime the Las Flores traffic signal to speed up flow at the two-lane site to at least 25 mph versus 2-3 mph and keep some police available at peak times to ticket the speeders and idiots passing outside lanes before and after the problem area. The work being done at these problem areas seems different than in past slides. I hope that there is someone really qualified in charge that is doing the best solution and looks for any ways possible to alleviate the traffic jam up. This bottleneck hurts all Malibu people even those older originals that would prefer PCH to be a corn field.

I’m writing to you today about the Malibu Community Labor Exchange (MCLE), a nonprofit project that I hold close to my heart — a project worthy of your support and essential to our community. The MCLE is the only city-sanctioned hiring site in Malibu that serves both worker and hirer without charge. It is run by an all-volunteer board of directors and one salaried employee, Executive Director Oscar Mondragon, who served 20 years with Cesar Chavez to further social justice through nonviolence.

On Aug. 31, the center will celebrate its fifth birthday. On that first day, 20 workers registered and only two went to work. Today, over 60 workers sign in each day and approximately 30 go to work. In fact, five years later, the center has registered over 3,000 workers and has helped facilitate over 26,000 jobs. In addition, the center has enabled many individuals to escape the indignities of homelessness.

In 1993, when a devastating firestorm hit Malibu, a team of day workers went to the aid of local homeowners. Braving the heat, they cut brush and smothered burning debris. While Malibu was without cable, the rest of the world saw Malibu day workers on many different stations. A 70-year-old grandmother in Guatemala was shocked but thrilled to see her grandson on TV. being hugged and honored for his bravery. Later, Villa Costera homeowners awarded the fire heroes with gifts and donated funds to purchase a trailer office for the center. That trailer has served well, but today needs to be upgraded.

In 1995, the Labor Exchange contributed a 120-rosebush garden in front of City Hall. Citizens were invited to “adopt” a bush in the name of a loved one for a tax-deductible donation. When I selected a rose bush to honor my father, Francisco Estevez, I looked for the smallest and least robust to symbolize the struggle my father and others like him faced as immigrants. Under the care of volunteer MCLE workers, that bush now produces glorious and vibrant blossoms.

The Labor Exchange receives less than 15 percent of its budget from government funding — a Community Development Block Grant (federal money earmarked for community projects to help the poor). Because these funds have decreased from $35,000 in 1993 to $9,000 in 1998, the MCLE board must raise approximately $50,000 each year from donations and private grants in order to continue operations on a subsistence level.

A tremendous number of people in America work very hard at something that bores them. Even a rich man thinks he has to go down to the office everyday. Not because he likes it, but because he can’t think of anything else to do. It would be unfashionable of me not to write your readers after attending a recent meeting of the Kiwanis Club of Malibu. I was present to accept a donation from the Malibu Kiwanis to the local sheriff’s reserve program for training equipment. The Lost Hills Sheriff’s department has 30 uniformed reserves and 21 mountain rescue reserves who contribute around 21,600 hours yearly to the Malibu/Lost Hills areas. Forty percent of these volunteer hours are spent in and around the city of Malibu.

I have read that roughly 50 percent of Americans, through no fault of their own, do not possess the talent necessary to carve out a meaningful role for themselves in society. Their lives are futile hamster-wheel existences of unrewarding, dead-end busywork: Xeroxing documents written by others, filling out mail-in rebates for Black & Decker toaster ovens and processing bureaucratic forms that nobody will ever see. Sadly, for these millions of non-abled Americans, they think that the American dream of working hard and moving up through the ranks is simply not a reality.

None of the Kiwanis members give credence to this way of life. The club members believe that righteousness in one’s life is service to the community and that service to the community is a sort of cosmic patriotism, which calls for them to volunteer. In this volunteer character, dear editor, the Kiwanis Club of Malibu is absorbed in preparing for their 17th Annual Chili Cook-Off, Carnival and Concert to be held on Sept. 4, 5 and 6 — Labor Day weekend. The proceeds of this Malibu community event are returned to local schools, volunteer groups and charities. Volunteers are always needed to supplement the resources of the Kiwanis membership at this time of year. Kissel to begin cleanup, still negotiating plea bargain

Agreement on a widely anticipated plea bargain could not be reached Friday in the criminal case against the Kissel Co. resulting from alleged sewage overflows on its Paradise Cove property. Residents of the mobilehome park, however, should expect some capital improvements to the septic system within the next few weeks.

Deputy District Attorney Robert Miller told the court that defense attorney Richard Regnier “assured me his client will proceed with part of the remediation project” before the next hearing, set for Sept. 11.

The parties still disagree about exactly the types of capital improvements to be made. “Capital improvements will fall into the general category of expansion of system capacity. I don’t want to be more specific because it’s still under negotiations,” Miller said.

Miller was “frustrated, as I’m sure everybody will be when they hear about the delay,” but said he’s still “optimistic that [both sides] are moving in the same direction. The defense has expressed a willingness to do the work.”

Nobody from the Kissel Co. would discuss the latest developments. Steven Dahlberg, chief financial officer for Kissel, explained, “It just wouldn’t be appropriate for me to comment at this point.”

Kissel is charged with 25 counts of misdemeanor violations of environmental codes. A maximum fine of $20,000 could be imposed for each of the three violations of the water code. The remaining 22 counts carry a maximum fine of $1,000 each.

For cove residents, a final resolution of the criminal case could not come fast enough. “I’m very disappointed that they didn’t plea,” said Roger Goldingay, president of the Paradise Cove Homeowners Association. “It’s very typical of Kissel to stonewall and drag their feet.”

Goldingay mentioned he is one of about 90 residents who have recently filed a civil law suit against Kissel for failure to properly maintain the park. “It’s just one thing after another with the Kissel Co. A way of life for them and a life of strife for us.”
