Coastal Commission / City Council Actions Re: Rebuilding
The California Coastal Commission approved the City’s proposed Local Coastal Program (LCP) Amendments that are meant to assist residents with rebuilding after the Woolsey Fire at the Commission’s meeting in Los Angeles on March 7. The LCP amendment: (1) refines existing temporary housing regulations, (2) clarifies that the removal of native trees damaged or destroyed by a natural disaster may be exempt from native tree protection provisions of the LCP, (3) adds a de minimis waiver procedure that would allow the City to waive the CDP requirement for proposed upgrades to onsite wastewater treatment systems for structures that were damaged or destroyed by natural disaster and for minor access road improvements required by the Fire Department after a natural disaster, (4) allows temporary housing structures necessary for use during reconstruction of a residence destroyed due to a natural disaster to be processed as an emergency CDP, and (5) makes other minor corrections and language revisions. The amendments went into effect immediately following the Commission’s certification.

The Malibu Planning Department will hold two Rebuild Workshops and Consultations on March 28 and 31 with multiple departments and agencies providing assistance and resources to Malibu residents who are going through the rebuilding process following the Woolsey Fire.Both workshops are open to anyone to attend. The workshop on Thursday, March 28, 2:00 PM – 5:00 PM, is geared toward professionals. The workshop on Sunday, March 31, 2:00 PM – 5:30 PM, is geared toward property owners. Both workshops take place at Malibu City Hall.

JEWISH FREE LOAN HELPS FIRE VICTIMS
Jewish Free Loan of Los Angeles is offering interest-free loans to LA and Ventura county residents, of any faith, affected by the recent fires. Individuals are eligible for up to $15,000 and small business owners and institutions may seek up to $75,000. Borrowers do not need collateral for an interest-free loan. Instead, borrowers should seek 1-2 loan guarantors with good credit to sign on the loan. Applying for an interest-free loan begins online at jfla.org with a pre-loan application. Jewish Free Loan will review completed loan applications on a weekly basis to ensure a timely turnaround. There are no fees and there is no interest ever.
Important Notice Re Sandbags
Plastic Sandbags are Banned in the City of Malibu
The use of plastic sandbags is banned in the City of Malibu under an ordinance passed May 8, 2017 in order to protect the environment from plastic pollution area. Burlap or jute sandbags can provide the same erosion and flooding protection as plastic sandbags, but do not have the same environmental impact. LA COUNTY TASK FORCE – WOOLSEY FIRE LISTENING SESSIONS
Two public Listening Sessions to capture the experiences of residents affected by the Woolsey Fire were held on February 23 and March 3. The public testimony during the Listening Sessions will inform the report being prepared by LA County about emergency notification, evacuation, and re population procedures during the Woolsey Fire.

Latest City Policy Regarding Allowing Temporary Housing During Rebuilding
The City Council voted to change the definition of temporary structures to allow a wider variety of temporary dwelling units, rather than only trailers, to be placed temporarily on burned out properties so that residents have more options live in while rebuilding. Those could include Conex trailers, double-wides, camper trailers, and other types of units, as long as they meet certain requirements. Approvals to maintain such units permanently as accessory dwelling units are possible. Property owners should consult City staff for details.
