This last week of January 2003, a hasty Kuelh-Jackson Bill is supposed to rescue the Coastal Commission in trouble with the constitutional law. It will not work because: 1.The bill allows the permit controlling agency, Coastal Commission, to remain dependent on the Legislative branch of government while still independent of the Executive branch of government and 2. The bill does not strip the Commission of its excessive power to control individual behavior and local government.
The Coastal Act of 1976 has created a typical totalitarian agency, destructive of freedom of civilization. It has no place in California, USA. It is time to prepare for the new Coastal Act of 2003.
