Good morning … I’m Hans Laetz reporting.

About a half of rain has fallen in Malibu overnight … a little more in some places … a little less in others.
No major road closures overnight.
There was a crash … at 4:30 this morning … on P C H at Big Rock.
Four fire trucks were sent ti that.
The L-A county sheriff’s deputies had estbound lanes closed for some time … but the road was cleared by 6:15.
No widespread power outages.
KBUU however … is transmitting silence on the FM tower.
We lost a studio transmitter microwave unit.
Programming continues on the web stream … and we’re working on the signal.

How bad was the city’s emergency test last month??
The city staff has issued its autopsy examination … and it’s bad.
Of about 16 thousand calls that were made … confirmed delivery was achieved it to just 11 percent of the phones.
89 percent of the emergency calls placed by the city came back as unreachable or not confirmed.
The test was a success … in that it was a massive fail.
What went wrong?
Three things … says the city … in a report issued yesterday.
First … the software vendor … Everbridge … had a major communications problem with its cellphone provider.
Says the city …. “nearly all the cellphone messages got stuck in the cellphone provider’s system and did not go through.”
Everbridge … the emergency experts … did not know that their calls got stuck in the national cellphone network.
The city also had to slow down the test … because it was unsure how fast the phone system would respond.
But overall … the test showed the city that phone calls are not a good way to reach residents in an emergency.
Says the city public safety director … Malibu is too big for a citywide mass phone call alert.
The 21-mile-long city will be broken into sectors … so as to not overload the phone system with calls.
A better solution … says Susan Duenas … will be the city getting ability to trigger W-E-A alerts …. that trigger all cellphones within reach of cellphone towers that the city can select.
The city is applying to the federal government for the authority to issue wireless emergency alerts.

The reconstruction of Civic Center Way is coming.
The street .. which parallels Pacific Coast Highway … is in line for a major upgrade.
The street will be regraded … to shave off a hilltop and reduce a blind curve.
A sidewalk will be installed … so Pepperdine students will no longer have to walk in the road to get to the supermarket.
Storm drains will be put in … turn lanes .. curbs and gutters.
The latest plans will be presented to the city’s Public Safety Commission … when city engineers will provide an update on the project.
The meeting is at 5 pm Wednesday at City Hall.

The year-end traffic statistics are out for Malibu.
An increase from one pedestrian killed in 2015 – to three killed in 2016.
That may have something to do with homeless people … crossing the P C H outside crosswalks at late and dark hours.
The number of traffic tickets written in Malibu went up dramatically … up 39 percent … to almost 24 thousand.
15 thousand of those were parking tickets. … which increased by nearly 50 percent.
In the month of December … there were 25 traffic crashes in Malibu.
The most number of crashes happened on P C H at Corral Canyon … three crashes there.

The county fire department says there were 10 dropped power lines in Malibu in December alone.
One … on December 7th … burned two acres and threatened several houses in Malibu Park … on Horizon Drive.

It may be raining … but that is not going to stop an intensive three-day training program for military veterans to become wildland fire fighters.
More than 200 veterans will be at Paramount Ranch today … taking part in a grueling work capacity test.
The women and men will strap on heavy backpacks … and then have to cover three miles walking with a 45 pound backback …
They have to finish within 45 minutes.
The firefighter work capacity test is designed to measure wildland firefighter strength, aerobic ability and muscular endurance.
The national program will kick off in Malibu … and is sponsored by the Bureau of Land Management, the National Park Service and LA-based nonprofit Team Rubicon.
Basic training will continue all weekend … at Paramount Ranch.
The old west movie sets and race course … and abandoned airstrip … is always a fascinating place.
It’s at Mulholland Highway at Cornell Road … near Lake Malibu.

The L-A county coroner has released the name of the man found dead in a car that went off a cliff on Decker Canyon Road.
He was a 54-year-old man from Calabasas … named David McHale.
His body was found by hikers 10 days ago … in a crumpled white car at the bottom of a canyon.
A missing persons flyer put out by the sheriff’s office described him as depressed.
He went missing in late January … the car and body found a month later.
Foul play is not suspected.

Finally … this morning … the City of Malibu has unveiled its new web site.
Same address … new organization.
The initial reviews are in … from some Malibu residents.
Quote … “the design is bland, uninteresting and lacking in color. It needs some excitement.
“Hire an art director to create pages that are as beautiful as Malibu.”
