City Manager Evaluation Continues – Dams Doing Their Thing – Pepperdine Gets Grant For Conservative Think Sessions

The Malibu City Council continues to evaluate the job performance of the city manager … behind closed doors.

A small reservoir that feeds Malibu Creek is spilling over its dam … just as designed.

And Pepperdine aims to establish itself at the forefront of American conservative thought … it got a big grant from eBay’s founder to pay for it.

The Malibu City Council continues to evaluate the performance Reva Feldman .. the city manager. 

The last city council public meeting started late …. the city council was meeting behind closed doors and the job performance of the city manager was on the agenda. 

Next Monday … an unusual meeting …. at 4 p-m … to again go over the city manager’s performance. 

It’s very unusual for such a performance review to be scheduled on an agenda two weeks in a row.

There’s no official word … under state law … on what’s going on. 

But there has been dissatisfaction on the city council over errors being made at the city planning department … which have landed the city as a defendant on at least one suit. 

Also on the agenda … again … two major purchases by the city.

The city is negotiating the price and terms of payment for the Malibu Playhouse … a 99-seat theater that is the only real live theater venue on the Malibu coast.

Also …. the city is negotiating to buy six acres of flat land … next to Malibu City Hall at the Civic Center.

Last weekend’s epic rainstorm has caused a small lake … which feeds into Malibu Creek in Westlake Village … to spill over for the first time in its 40 years of existence.

A reservoir has a 280-foot high dam in a canyon… and the spillways are working exactly as intended … flowing for the first time since 1974.

The reservoir … above Three Springs Park in Westlake Village … usually holds imported water from the Sacramento River for the Las Virgenes Municipal Water District.

But it also catches water from the north side of the Santa Monica Mountains … before it flows into Triunfo Creek and eventually Malibu Creek.’

“Everything is functioning as it was designed to do, and there is no threat to public health and safety,” water district spokesman Jeff Reinhardt told the Ventura County Star.

A water treatment plant that normally takes water from the reservoir is down for maintenance … so the gift of free water from the storm … is washing out to sea through Malibu.

This past weekend’s major storm flows caused quite a sight at the old Rindge Dam … on Malibu Creek in Malibu Canyon. 

Millions of gallons of water spilling over the spillway …. but not over the dam itself.

The dam was built in 19-26 … and the lake behind it filled up with sand by 1970.

Congress has asked the Army Corps of Engineers to estimate the cost and impacts of removing the dam.

The Army says it would take 161 million dollars to remove the dam … and truck 60 years worth of accumulated sand to the Malibu Pier … to add sand to the beaches.

The project would add sand to Malibu beaches … and  re-establish habitat connectivity along Malibu Creek and its tributaries.

It would restore migratory access to former upstream spawning areas for indigenous aquatic species, such as steelhead trout

Rocks would go the the landfill or someplace else. 

The Army Corps of Engineers will host a public hearing on Wednesday, March 1, to discuss the proposal.

The hearing will be held from 6 to 8 PM at the Las Virgenes Municipal Water District offices (4232 Las Virgenes Rd) in Calabasas.

Pepperdine University is making a move to establish itself as a conservative movement citadel. 

The Pepperdine School of Public Policy has announced it is launching a two-year program called “The American Project: On the Future of Conservatism.”

The School of Public Policy said it has begun inviting conservative thinkers and leaders to take part in the program.

The idea … “to propel innovative ideas for re-imagining the future of America’s conservative movement” … says the school.

Funding for the project ,… comes from a foundation set up by eBay founder and philanthropist Pierre Omidyar.

The foundation is called the Democracy Fund. 

Its mission statement  ….  to help ensure that the American people come first in our democracy.

The Democracy Fund claims to be nonpartisan …. 

But the Pepperdine project is described by the school as a gathering of  America’s leading conservative activists and thought leaders at Pepperdine’s Malibu campus.

They will assess where the conservative movement stands today and imagine its healthy future … says the school.

Essays and media pieces will offer innovative insights on conservatism in an age of rising populism and socialism … says Pepperdine.

So much for bipartisanship.

Julia Morgan … the pioneering California architect …. designed Hearst Castle for William Randolph Hearst.

She also designed buildings of note … 100 or so years ago … from Berkeley to Los Angeles.

One of those buildings was an oceanfront mansion for Hearst’s mistress .. the actress Marion Davies.

Part of that mansion survives … on Pacific Coast Highway in Santa Monica. 

It’s now the Annenberg Beach House …. a public beachfront lounging area and pool … owned by the City of Santa Monica …. at the traffic signal north of the California Incline on PCH.

The Annenberg Beach house was once the guest house for the 101-room estate on Pacific Coast Highway in Santa Monica that hosted legendary parties during the roaring twenties.

Morgan’s Georgian Revival Guest House and 100-foot-long pool formed the historic core of the site. 

In 10 days …The Santa Monica Conservancy will celebrate the legacy of pioneering architect Julia Morgan.

It’s a celebration of one of her prodigious accomplishments as California’s first female architect.

The event will take place Sunday March 5 from 11 a.m. to 2 p.m. at the Annenberg Community Beach House.

After that … expect it to be (((  windy   )))) tonight … gusts up to 35 miles an hour over the mountains …. with a low of  ((((   45  )))) on the beach … down to  ((((   42  )))) in the canyons.

Tomorrow should be   ((((   sunny and cool …. high just 59.  )))).

No rain is forecast until Saturday night/Sunday morning, but the forecast models are not in agreement as to how much rainfall we will see.

((((    45   )))) in upper Malibu Canyon.

And it’s ((((   52   ))) at Civic center Los Angeles. 

In the ocean … 

High surf … 6 to 10 feet high .. will develop along the Malibu today.

The National Weather Service has issued an advksory … yet another storm swell from the west.

The large waves will continue through tomorrow night.

it’s ((((   54    )))) degrees in the water at Zuma Beach.

The lifeguards say the waves this morning are   ((((  5 to 8 feet … occasionally 10  )))) feet high …. 

((((   There’s a short-mid period West-WNW swell topping out.  )))) 

Those are ((((  poor )))) surfing conditions …. according to the lifeguards.

(((((    High tide was at 6:28 this morning.

Low tide will be at 1:37 this afternoon.

A moderate high tide returns at 8:06 this evening.  ))))
