City to Hold Meeting for Civic Center Wastewater Report

In 2011, the Malibu City Council approved an agreement with the Los Angeles Regional Water Quality Control Board to build centralized wastewater treatment facilities in the Civic Center area. The map above details the three phases. Areas in Phase 1, in yellow, must hook up to a treatment facility by 2015. Phase 2 areas, in pink, must connect to a treatment facility by 2019. Phase 3 areas, in purple, must connect to a facility by 2025. However, the construction of the Phase 3 facility is contingent on water quality studies.

The City of Malibu has scheduled a scoping hearing on Wed., Dec. 11 at 6:30 p.m. for the public to voice comments and questions they want addressed in a pending environmental report about the Civic Center Wastewater Treatment Facility Project.

A draft environmental impact report (DEIR) is estimated to be released by next summer, according to Senior City Planner Bonnie Blue.

Following a development prohibition placed on the City of Malibu in 2011 by the Los Angeles Regional Water Quality Control Board, the City of Malibu must build a centralized wastewater treatment system in the Civic Center by November 2015. The state argues that the Civic Center needs a centralized system because wastewater from the area is trickling down and polluting nearby ocean water. 

After passing through the facility, the treated wastewater will qualify as Title 22 effluent that falls short of drinking water standards but is largely harmless to the environment.

Homeowners in the Civic Center prohibition area will also be eventually required to hook up to the centralized system in the later phases of the project.
