Deputies Say Homeless Man Was Behind Deadly Crash

Sources close to the investigation tell KBUU News …

It was a homeless person … behind the wheel of the stolen car … that killed a man putting trash out on Pacific Coast Highway yesterday.

The 28-year-old pedestrian who was killed yesterday has been named by the coroner’s office as

Juan Antonio Castillo … a resident of Inglewood — who was employed as a gardener.

Sources close to the investigation tell KBUU News that the suspected car thief who killed Castillo was a known homeless person … whose last address was a  homeless shelter in Venice.

The car thief was spotted by deputies … who were using an automated license plate reader … at Pacific Coast Highway at Morning View Drive.

Deputies followed the stolen  car up the hill towards Point Dume … but the driver sped off and began driving erratically.

He dropped off a woman at a stop light … then drove away.

Just east of Paradise Cove … witnesses said the Mazda M6 was going an estimated 90 miles per hour.

At the 27-500 block of P C H … sheriff’s sergeant John Boese says … the driver lost control.

JOHN BOESE AAAA :09 DEATH OF THAT PEDESTRIAN INSTANTLY.

“He lost control of the vehicle, and unfortunately, hit a pedestrian on that block, causing the death of the pedestrian instantly.”

Two deputies … who had pulled back from the chase… drove up top the crash.

They pulled the car thief out of the burning wreckage of three cars …. with a fourth car nearby also smashed.

Juan Antonio Castillo was dead at the scene.

Once again … Malibu was cut in half for a traffic fatality investigation.

This one possibly a homicide.

P C H was reopened to traffic at 3:40.

The automated license plate reader that spotted the stolen car was purchased with city funds …

And at the time … there were questions about whether it would trigger high speed pursuits in Malibu.

It should be emphasized that deputies broke off from the car as soon as its driver began driving erratically.

Blinding Sun May Be Factor in MHS Crash

Blinding sunshine may have been the problem yesterday when a person drove into construction worker … who had been directing traffic on Morning View Drive in front of Malibu High School.

That crash severely injured the flagman … who had spinal injuries … a crushed foot and other trauma.

Malibu Lost Hills traffic investigators are still working on that case… there have been no citations issued.

But it has triggered protests from parents …. who say people are driving too fast on Morning View during the congested mornings and afternoons.

Again … calls for increased sheriff’s patrols are floating around.

Power Companies Want To Stick Ratepayers For Pole Fire Costs

In an issue of more than passing interest to fire-prone Malibu … the California Public Utilities Commission will rule today on whether electric power companies that cause major fires … should be allowed to pass those costs on to ratepayers.

The 2007 Malibu Canyon fire cost Southern California Edison company about 500 million dollars … to put the fire out … and to pay for damages.

Who paid for that … the ratepayers … or the multi-billion dollar company that owns the power lines … Edison International???

No one knows … the costs were never segregated.

A lot came from Edison’s insurance companies.

But ratepayers pay for that … too. 

It was made clear … however … that the 30 million dollars in fines and costs for new power poles … assessed to Edison by the CPUC … was to come from the owners … and not the ratepayers. 

But nearly a half billion dollars came from insurance companies and other sources.

So that means it came indirectly from Edison ratepayers …. one way or the other.

In San Diego… the local utility there was hammered by huge losses caused by poorly maintained power poles that sparked disastrous fires.

San Diego Gas and Electric wants to charge its customers an average of 1 dollar 67 cents a month to pay off the bill.

A proposed decision from the CPUC rejects that argument.

It says San Diego Gas and Electric’s own missteps in managing its system helped lead to the fires.

Similar findings were made in Malibu … but it’s not clear how Southern California Edison paid its bills.

Just In Time For Holidays, Lot C Cut In Half

Heads up if you’re driving to L A X this Christmas season.

L-A World Airports has chosen this time of the year to rebuild the biggest parking lot at the airport.

This is in Lot C … C as in Cheap.

The airport is removing 2 thousand and 10 parking spaces parking spaces at L A X … just in time for the busiest holiday travel period of the year.

That’s about half of the parking spaces at the airport’s least expensive parking lot.

Construction work related to the airport’s modernization plan is the reason.

Parking in Lot C is 12 dollars a day.

Parking in the closer lots costs 30 dollars a day.

And don’t forget … all those cars crammed out of Lot C will now be cruising for parking in the Central Terminal Area.

What does the airport recommend???

Leaving your car at home.

Seriously.

That’s the recommendation.

Stock prices for Uber and Lyft are expected to skyrocket.

The airport cannot say how long the 2 thousand 10 parking spaces in Lot C will be out of commission.

Without setting a target … that makes it hard to miss the deadline … doesn’t it???

We don’t have the name of the person at L A World Airports who decided that December would be the right time to cut 2 thousand and 10 parking spaces out of Lot C.

This is the big opportunity to get rid of old old batteries, light bulbs, used motor oil, paint, pesticides.
