A gigantic traffic jam … Edison trucks in the road … on P C H this morning.

And that comes after both a car fire in the tunnel .. and a separate fatal crash near the Incline.

Another burglar … another chopper overflight … another arrest in the Trancas area.

The cell phone companies power grab … vetoed by the governor.

Epic Traffic Jam: Edison Had ‘Emergency’ Pole Work

Southern California Edison had overnight lane closures up … for work on Pacific Coast Highway.

Traffic was jammed  … school buses were late …  delays of more than an hour eastbound … delays of about 45 minutes westbound.

Emergency pole replacement … had trucks in the lanes … only one lane open in each direction overnight … and up until about 8:30 the morning.

And this comes after two crashes closed P C H last night … in Santa Monica.

First … some sort of serious crash closed the road towards Malibu in the 9 pm hour.

One person may have been killed … but we don’t have details yet.

Then … at 2:45 in the morning… someone flipped their car  in the curve in the tunnel … it caught fire.

The driver escaped …. the McClure Tunnel in Santa Monica was reopened at about 4:30.

Second Burglar In A Week Brings In Sheriff Chopper

For the second time in a week … a sheriff’s helicopter was near Trancas making low orbits …. searching for a burglar.

This time … it was on Surfside Way in Malibu.

Another suspected burglar was called in by residents.

A house to house search … residents were told to stay inside… lock the doors … and look out the windows in case they saw any movement … call the sheriff.

A man was eventually taken into custody on the the beach … near Morning View Drive.

Showdown At The Pier Postponed

The California Coastal Commission last week postponed its proposed overturn of the City of Malibu’s overnight parking ban at the Malibu pier.

The city is trying to restrict parking to a 30 minute period between the hours of 2 and 4 in the morning.

The idea is to prevent merchants from parking on the public highway on a 24/7 basis … hogging 8 parking places that could be used by pier or beach users.

The Coastal Commission staff objects … and says the parking plan does not ensure adequate coastal access at 3 in the morning.

Coastal unanimously approved two developments in downtown Santa Monica … including the loss of more than a thousand beach access parking spaces at the Santa Monica Civic Auditorium.

Bring Popcorn: Staff and Commissioners At It Again Tonight

The city Planning Commission will continue its tussle with city staff again tonight.

Three of the planning commissioners want to protect neighborhood character … as required by the Local Coastal Plan and the Coastal Commission.

Planning Commissioners say they need to know how big any new proposed house is … in comparison to all the other houses in any particular neighborhood.

The goal … prevent mansionization.

The planning commissioners say this data … about the size of houses … is easily available on the internet.

But city staff has said the internet sites may not be reliable …

And they say there is no definition of where neighborhood boundaries lie.

The tussle over house sizes resumes tonight at City Hall.

Landmark Coastal Palms Dying in SaMo

The palm trees in Santa Monica’s Palisades Park are dying.

More than a quarter of them have already been cut down … according to the Santa Monica Lookout newspaper.

Another 50 are going to have to be cut down before they fall down … along Ocean Avenue above P C H … north of the pier.

Santa Monica has earmarked a quarter million dollars … according to the Santa Monica Outlook

newspaper …. to plant 56 replacement palm trees with a variety that is believed to be more resistant to the fungus.

Brown Vetoes Cell Companies’ Power Grab

California Governor Jerry Brown has vetoed a bill … that would have deregulated cell phone tower placement and appearance.

The proposed law would have made it virtually impossible for the City of Malibu … and other cities … to regulate the appearance or safety of cell phone poles being placed on city property …. its streets.

Right now … federal law already severely restricts the ability of a city to block poles … which can affect property values and cause  visual blight.

The cellphone industry campaigned heavily to remove the few powers that cities have … safety and appearance.

Cities called it a power grab.

In his veto message …. the governor said he believes … “that the interest which localities have in managing rights of way requires a more balanced solution than the one achieved in this bill.”

Death Toll 42 As Emergency Warnings Failed

Emergency alerts  … or the lack of them … are being blamed by many residents for the confusion … chaos and death in the Napa and Santa Clara areas.

The current death toll is 42.

Officials in the fire zones say their emergency warning systems are severely limited – and in some ways getting worse.

Traditionally, counties have built their phone alert systems by collecting all households’ landline phone numbers from phone carriers and sending out mass alerts in emergencies.

But the number of people with landlines has dropped dramatically in the last decade …. more than 40 percent of U.S. households no longer have a landline, as more people rely only on cellphones.

Emergency officials say it’s harder for them to collect cellphone numbers.

It created a situation Monday night where some people in fire-threatened neighborhoods got a call, and others, like cellphone-only users didn’t.

The Governor’s Office of Emergency Services plans to review what went wrong with evacuation warnings.

In Malibu …. most evacuations have been handled by sheriff’s deputies with sirens.
