When the next ZORACES meeting is held I would appreciate the opportunity to talk about the need for prompt and effective action. I believe that such action will best be achieved through one or more workshops, conducted by a facilitator appointed by the City. All residents who have an interest in the subject would be invited to attend and give their views.

The City of Palos Verdes Estates’ view ordinance would serve as an excellent guide for the facilitator in order to gain a consensus. That city’s ordinance has undergone a number of revisions since its adoption in 1989, hence its current version has stood the test of time.

The workshop approach would be a far better procedure than the one followed by the Council in adopting the view ordinance for Malibu Country Estates, a procedure characterized by continuing “backs and forth” between the Planning Commission and the Council, and then by the Council and the Planning Commission. And finally, back to the Council, for adoption by First Reading.

Notwithstanding all this activity, questions still remain regarding the MCE’s ordinance’s enforceability, all this while many continue to ask the Council to take long overdue action for a citywide view ordinance.

The workshop method would have the advantage of allowing for maximum community input.
