Catching up on news from last week … Guatemalan citizen Diego Novella has been sentenced to 20 years in jail for killing his U-S girlfriend … a Malibu native.

Gabriela Kabrins Alban was murdered by Novella in South Africa … at a luxury resort hotel …in July 2015.

The murderer will serve his term in a prison described as a hell hole. 

Novella had pleaded not guilty to the murder, saying a concoction of drugs had caused him to behave in an abnormal manner.

This puts an end to one chapter in the grief for Gabriella’s father …. Malibu restaurant entrepreneur  Howdy Kabrins. 

He attended the entire trial and sentencing process … in the Western Cape High Court near Cape Town South Africa.

The California Coastal Commission meets today in Fort Bragg.

The call to the audience was at 9 in the morning …

Last month it included an unscheduled but coordinated attack on Malibu.

The executive director of the M R C A … and an attorney … appeared at the meeting to verbally attack the City of Malibu … and residents in Sycamore Park.

They blasted homeowners for their objections to M R C A’s effort to appropriate a series of privately-built, privately owned driveways in Sycamore Park … as access to a park and trailhead.

Those items were not on the agenda.

And executive director Jack Ainsworth promised action on the M R C A complaints … also against the state’s Open Meetings laws. 

The M R C A  is legally intertwined … through interlocking directorates and legal agreements … with the Coastal Conservancy and the Coastal Commission. 

KBUU raised questions last month … why the coordinated MRCA attack was not posted in advance … in accordance with state law.

The Coastal Commission spokeswoman says the call to the public is just that … and that MRCA officials have every right to speak whenever they want.

The state open meetings law requires that governments post agendas … with all items to be discussed by or acted on by government officials.

Coastal and the MRCA do not see it that way.

Posted on the agenda for tomorrow … two million dollars worth of possible Coastal Commission action against the owners of a mansion on Piuma Road … 

Victor Knipe and Susan Knipe are accused of bulldozing some major vegetation … building  horseback riding arena adjacent to a blue line stream … and putting trails in an environmentally sensitive habitat area.

This up the hill …  east of the Saddle Peak Lodge … at the third switchback on Piuma Road.. 

After years of negotiations … the Knipe family has agreed to a settlement.

They have agreed to yank out 75 trees … most of them described as large, fire-prone, invasive pepper trees.

They will have to plant 75 new, native trees, such as oaks. 

And the Knipes have agreed to transfer roughly 22 acres of land to the MRCA … worth about 2 million dollars.

The settlement goes before the coastal commission for a vote this morning … in Fort Bragg.

LA County supervisors have approved an emergency rent freeze on residential properties in unincorporated areas of the county … and that would include the mountains above Malibu.

It will affect about 200,000 renters — many of them elderly –out of the total population of about 1 million residents in the unincorporated areas.

Rent increases will be capped at 3% … and condominium conversions are banned.

The author of the measure is Sheila Kuehl … who lives in Santa Monica and represents Malibu and western LA County. 

She says that “if we want to stem the tide of people falling into homelessness … and be sure our seniors, as well as other renters, are protected from eviction, we have to curb unrestricted growth in rents.”

Last spring’s Homeless Count found a 22 percent increase in homelessness among adults 62 years or older in the past year.

People who have signed up for the emergency phone notification system … and all landlines … will get the test calls and phone text messages.
