When I represented the State of California on the Santa Monica Mountains National Recreation Area (SMMNRA) Advisory Commission, we recommended purchase of Corral Canyon, pointing out that the existing underpass would enhance visitor experiences by providing a link to the beach. Making the underpass useful and safe is an excellent opportunity for cooperation between agencies with responsibilities in the SMMNRA.
I believe there are policies in the Malibu General Plan requiring cooperation in the SMMNRA. Malibu could be the lead agency in this cooperation with a staff person who could take responsibility under those policies.
