-Proposition lA Securitization Program

Staff recommends approving the purchase and sale agreement for the city’s Proposition lA receivables from the state; and approving the Purchase and Sale Agreement with California Statewide Communities Development Authority.

-Proposition A Funding Exchange

taff recommends approving Agreement for Exchange of Proposition A funds between the City of Torrance and the City of Malibu for Fiscal Year 2009 – 2010; and authorizing the city manager to execute the Agreement for Exchange of Proposition A funds with the City of Torrance.

-Medical marijuana dispensary appeal

Staff recommends denying Green Angel’s appeal for a conditional use permit and variance for the operation of a medical marijuana dispensary in an existing commercial building at 21355 Pacific Coast Highway located within 1,000 feet of a park.

-Featured presentation of conceptual plans for Malibu Library, followed by decision over execution of Professional Services Agreement with LPA Inc. for the development of construction documents of the Library Design Services project; and amending the budget for fiscal year 2009 – 2010 to include the amount of $601,000.

-MLPA

City to respond to Marine Life Protection Act advisory team’s recommendations regarding marine protected areas in the South Coast Study Region, which includes Malibu coastal waters; and decision over whether to authorize the mayor to write a letter of support for the recommendations or determine an alternative recommendation to be submitted for consideration by the MLPA Blue Ribbon Task Force at its meetings on Oct. 20-22.

-Ordinance to prohibit declawing of cats

At the request of Councilmember Pamela Conley Ulich, consideration of an ordinance to ban the declawing of cats in the City of Malibu.
