    The City of Malibu has just released a 450-page Emergency Operations Plan … 

    It’s a phone book.  

    A document that was actually finished … and was being reviewed by the state government bureaucrats when the Woolsey Fire broke out. 

    The plan is required by state law … if the city is to get any disaster relief funding … it must write such a plan and comply with it. 

    The last plan … drawn up in 2012 .. is obsolete and does not comply with state law.

    And under California law … Malibu has no choice but to surrender jurisdiction on police and fire operations during an officially declared emergency. 

    That includes the evacuation and roadblock policies that … frankly … proved to be ridiculous and the target of bitter public reaction during the fire. 

    City emergency services director Susan Duenas says the controversial evacuation and repopulation sections of the plan can be modified … but only with state approval.

    Major rain and possible mud problems may hit Malibu on Saturday … but forecasters say it’ll be later today until we get a good handle on what to expect.

    Early predictions are that a atmospheric river could washes sure somewhere on the southern California coast Saturday or Saturday night.

    Two smaller rain fronts will arrive in Malibu before that … one tomorrow night and one Friday night.

    But it’s the big storm out in the Pacific that has the attention of weather forecasters.

    Models so far suggest it could bring 2 to 3 inches of rain, with possible rainfall rates of three-quarters of an inch per hour. 

    That is far more than needed to trigger mudflows in the Woolsey fire burn area.

    But again that storm is too far out to sea … to accurately predicted impact.

    Tomorrow should be   ((((   chance of rain is 80%  … with thunderstorms possible in the afternoon.    )))).

    A second minor wave of rain arrives late Friday … 80 percent chance of rain then.

    Then the biggest storm arrives Saturday night … with possible mudflows and localized flooding this weekend.

    Right now … at Trancas it’s ((((    57   )))) degrees.

    Leo Carrillo Beach … 56.

    Upper Malibu Canyon …  ((((    53   )))) .

    And at Civic Center Los Angeles … ((((   56   )))).

    In the ocean … it’s ((((    56    )))) degrees in the water at Zuma Beach.

    The lifeguards say the waves today are   ((((  2 to 3   )))) feet high …. 

    WNW swell bottoms out. Modest new WNW swell in the PM. Deep early AM high tide. 

    Those are (((( poor )))) surfing conditions …. according to the lifeguards.

    A 3.3 foot high tide is at 7:35 this evening.    ))))
