Playhouse, Parkland Purchases On Agenda (Again) – CamPUS Kilpatrick Will Be Different – First Public Bus To Valley Starts Runs

City Council members continue to debate buying parkland and a theater.

For the first time … regular bus service between Malibu and the San Fernando Valley.

L-A County plans to turn a juvenile offenders prison camp … in the hills above Malibu … into a collaborative school campus.

The Malibu City Hall continues to grapple with the possible purchase of two properties in the city. 

Still on the agenda … for next week … discussions on the possible purchase of six acres of vacant land … east of City Hall. 

The so-called Ioki parcel is pretty much flat … but has flood control issues. 

It is being eyed as a possible ballfield or aquatic center location. 

Also on the agenda … possible city purchase of the Malibu Playhouse … the 99-seat live theater at Point Dume.

The Playhouse was built as a church in the round … and the property has been used as a tree nursery by day … and non-union theater by night.

It’s future as a theater venue … however … is clouded by new Actors union rules that no longer exempt 99 seat theaters from union pay rules …. effectively  ending streetfront theater in Los Angeles. 

But the Malibu Playhouse has been used on and off for young actors training … kids camps … and city events.

The purchase price is listed at about 4 point 9 million dollars.

Both purchases come at a time that the city is grappling with strong demands for additional parks development. 

And while the city has some money in the bank … and has an excellent credit rating … there is only so much that can be prudently spent.

For the first time ever … there is now a regular year-round bus service between the Malibu coast and the San Fernando Valley.

A regular bus line … run by the L-A County Board of Supervisors …. will now run year-round from Woodland Hills … through Topanga Canyon … to PCH … and then east to Santa Monica. 

A person in Malibu could take the 5-34 bus to Topanga Bech .. transfer to the new bus … and eventually end up at the Orange Line station at Warner Center. 

It used to be called the summer beach bus … and was set up to take people to the ocean from the valley in the summer. 

Supervisor Sheila Kuehl’s office funds are paying for the bus … which has a fare of one dollar … or 50 cents for kids or seniors.

Right now there are only three trips per day … each way. 

Malibu has never had any regular public transit options up over the hill to the 1-0-1 corridor cities.

The only public transit here is the Metro route 5-34 bus … with 35 round trips from Santa Monica to Malibu.

Los Angeles Mayor Eric Garcetti yesterday banned city planning commissioners from meeting or communicating privately with real estate developers whose plans they are vetting.

The Los Angeles Times reports that the L-A mayor is following through on a pledge made last year.

Planning commissioners in Malibu … of course… are not affected by that.

Planning commissioners are appointed by the Malibu City Council … and they regularly hold public meetings at which evidence and testimony about land use issues is taken … and decisions are made. 

State law requires this to be an open process.

But there is a loophole .. which allows Planning Commissioners to meet privately … and off the record … with both opponents to projects … and those who want to build. 

This is called “ex parte meetings” … and Malibu planning commissioners often report that that they have met with and had private discussions with interested parties.

The Los Angeles mayor says banning ex parte discussions with planning commissioners will bring transparency and accountability to the public process.

Malibu planning commissioners … however … will continue to meet privately.

And no matter how productive or impartial … public business continues to be handled in private face to face meetings … in Malibu.

Not many Malibu residents are aware that there are two large high schools in Malibu … Malibu High School … and Camp Kilpatrick High School.

Camp Kilpatrick is surrounded by fences and razor wire … it’s a juvenile detention center … off Encinal Canyon Road in upper Trancas Canyon. 

That’s where L-A County houses teenagers convicted of crimes … many of them serious crimes. 

It’s closed for reconstruction right now … it’s 1950s era facilities completely outdated and getting rebuilt.

L-A County supervisor Sheil Kuehl says the fenced compound wil be renamed Campus Kilpatrick when it opens later this year.

And it wil be much different than old Camp Kilpatrick.

the Board of Sueprvisors this week approved a concept called the “L-A Model”.

The plan: a collaborative effort of the County and community partners to create a state-of-the-art residential setting focused on therapeutic, holistic, and small-group treatment. 

Youth will spend their time with a small group of other youth – going to school with them, participating in programming together, sharing their meals together, and more. 

The same staff will also spend time with each group of youth. 

This plan … build and reinforce consistent and positive relationships, both peer-to-peer relationships and youth-staff relationships.

Kuehl and fellow Supervisor Janice Hahn have won approval to fund the “L-A Model”.

The County Probation Department will hire consultants to help train incoming staff specifically in the LA Model.

Campus Kilpatrick … on Encinal Canyon Road in upper Trancas Canyon … will still have fences.

But inside … it will be totally different.

Nearly 1,000 SMMUSD elementary, middle and high school students will star in three separate “Stairway to the Stars” concerts

The Santa Monica-Malibu Unified School District has presented an

annual musical extravaganza showcasing the talents of students

from every school in the district and share its outstanding music

education programs with parents and the community. This concert

series marks the 68th year of this program.

The Orchestra concert will be on Wednesday, March 15.

The Choir concert will be on Friday, March 17.

The Band concert will be on Tuesday, March 21.

Sadly … the Santa Monica Civic Auditorium has been abandoned …. no longer available for the Stairway to the Stars cincerts 

These concerts will be in Santa Monica High School’s historic Barnum Hall auditorium.
