[Update: 12:35 p.m.]: A spokesperson from the LA County Fire Department confirmed that the fire was out, as of 12:15 p.m.
The department is currently investigating the cause behind the Horizon fire.
The city released an alert prior, detailing two power outages—one toward the coast, south of Pacific Coast Highway and Encinal Canyon Road, and the other near the scene of the fire at Horizon Drive.
Southern California Edison expects to restore power to PCH-Encinal Canyon Road by 3:30 p.m. Thursday. The outage near Horizon Drive is estimated to be restored at 2:30 a.m. on Friday, Dec. 8.

[Update: 10:17 a.m.]: Busch Drive has been reopened with the exception of an intersection at Horizon Drive and Cuthbert Road; the intersection remains closed as fire personnel clean up, according to an alert from the City of Malibu.
Lost Hills/Malibu Sheriff’s Department deputies also remain on scene.
[Update: 9:45 a.m.]: An alert was sent out by the City of Malibu, notifying residents of a closure on Busch Drive. Lost Hills/Malibu Sheriff’s Department Sgt. Jim Braden confirmed that the closure, on Busch Drive “going up toward Rainford [Place],” would re-open in about 20-30 minutes, as of 9:34 a.m.
Braden said the sheriff’s department had received multiple 911 calls from residents, unable to tell whether the smoke was from brush or a more serious fire danger.
He said personnel on scene had already departed, with one unit left at the scene to monitor LA County Fire Department’s clean up.
Braden confirmed there was no structure damage. The department has sent out extra deputies in the area so “that we can get on top of the situation to try and minimize [damage],” he said.
[Update: 8:55 a.m.]: The City of Malibu reported the fire contained at 8:55 a.m. Thursday, though the fire department said they’re still “actively” fighting the fire that broke out just under an hour earlier.
“We have no open flames at this time but we’re still actively fighting it,” a spokesperson said at 8:55 a.m. Thursday.
[Update: 8:45 a.m.]: Firefighters working on the blaze on Horizon Drive are battling wind gusts up to 62 miles per hour, according to data provided by the National Weather Service. The humidity in the area is at five percent.
The fire was burning downhill and LACo Fire Department was not able to provide an updated acreage burn estimate.
[Update: 8:32 a.m.]: Structures are reported threatened by the fire burning on Horizon Drive Thursday morning.
As of 8:32 a.m., the fire was reported burning in heavy brush and high winds. Though it was initially reported at a quarter-acre, spokespeople for Los Angeles County Fire said they expected that to grow rapidly.
The fire is a second-alarm blaze with 200 personnel on scene as of 8:32.
Multiple units were on scene Thursday morning of a small fire on Horizon Drive in Malibu Park.
The call initially came in at 8:05 a.m. Thursday and by 8:20 a.m. the Los Angeles County Fire Command and Control was reporting “smoke and fire showing there,” with few other details. A couple of units were on scene.
The fire is located in the area above Malibu High School, which is not in session today.
