The Federal 1031 Exchange law allows the proceeds from the sale of rental property to be used to build, provided the project is completed within 6 months of the sale. Malibu law overrides federal law and makes the 1031 build option illegal in Malibu. As a Harvard trained lawyer, I assume Deirdre Roney will help continue to deny this federal right to Malibu residents?
