California seems to have fallen back into a severe drought.

And it looks like watering restrictions are coming back.

Anyone caught wasting water … anywhere in the state ….may be fined as much as $500 under new rules being considered by the state water board.

The State Water Resources Control Board is expected to adopt regulation coming before the board on Feb. 20 that would make it a crime to commit any of seven wasteful water practices — including lawn over watering to street median irrigation.

Whi would administer the water penalty rules in Malibu?

In years past it has been the county waterworks agency … which runs the local water utility.

Malibu officials have quietly chafed at what they see as an ineffective effort by the county.
