Rain … maybe 4 inches of rain … is going to hit Malibu.

City of LA orders homeless encampments out of the canyons.

Santa Monica wants a deck on top of the freeway linking Malibu to the outside world.

10 Month Drought Ends With 2-4 Inches, NWS Says

Roads are indeed wet this morning …. the first significant rainfall in Los Angeles is arriving.

You can expect some spin outs and rear-enders this morning … as the first season flush wash his oil off the roads.

It started raining in western Malibu at 5:15 this morning.

Before this is over … Malibu can expect around 2 inches of rain.

Maybe 4.

More than that … if a thunderstorms happens to pop up … as is possible tonight.

And rain could be quite heavy at times …. up to an inch an hour.

The storm will move some warm and very moist rainclouds into a cold front tonight … and when air mixes like that … the instability can cause heavy downpours.

Areas along south-facing mountains are particularly prone to this.

The National Weather Service is now warning of up to nine inches of rain in some southfacing mountain areas.

Areas like Malibu …. and the burn areas up the coast.

Residents who live in the burn areas between Carpinteria and Santa Barbara have been told to consider evacuating … as debris flows are possible.

The timing on this … we could get moderate rain off and on all day …

Then steady and heavy rain will arrive at around 5 in the morning tomorrow.

We may get 2 inches … or double that if a thunderstorm pops up.

And it will be very windy tonight.

Gusts of up to 50 miles an hour are predicted for the beach … coming from the west.

‘Extreme Weather (Fog) Causes Malibu Blackouts

Fog over the weekend meant once again the Southern California Edison system blacked out.

A significant power outage … most of western malibu … blinked off for several seconds Friday night … before the power came back.

Reports of a pole flash … but the fire department did not find any flames.

Then the power went off for about 20 minutes at about 2:20 in the morning.

The Edison company has particular problems keeping power on during what it calls extreme weather … fog.

14 months ago  … a heavy fog storm caused 14 separate power outages in western Malibu.

The problem … fog causes dirty power insulators to short out.

Rain washes the dirt off … but we haven’t had rain for 10 months.

Today’s rain may do the job that Edison has been unable to perform … in cleaning off the Edison equipment that is not supposed to do this.

LA To Evict Homeless Camps On Hillsides

Two months ago … a cooking fire in a homeless encampment …. hidden in a canyon near Getty Center … spread into the brush.

Six homes burned down … a dozen others damaged in the Skirball fire.

The fire department did not know there was a homeless camp up in there … but neighbors did … and had complained about the fire danger.

Now … the L-A city council has ordered its fire department to get those people out.

Says the fire chief … Ralph Terrazas …

“It’s as clear cut as that. This is a public safety issue; this is a trespassing issue.”

That’s what he told the L A Times.

The L-A city Fire Department will notify private property owners for action … and tell them they need to take action of they find homeless people living on the land.

They need to call the police.

It should be noted that much of the land is owned by the Mountains Recreation and Conservation Authority … which has been criticized for allowing homeless people to buiid semipermanent camps on open space owned by the MRCA.

More than 55 hundred homeless people live in the streets … or in the canyons … of western Los Angeles … Santa Monica and Malibu.

And the aggressive evictions in the City of Los Angeles may put additional pressure on areas outside their city limits.

SMPD Worries About Bikes On Sidewalks

The Santa Monica Police Department is worried about bikes on sidewalks.

The department will conduct a special conduct bike and pedestrian safety enforcement operations by patrolling areas where bikes hit people.

The bicycle crackdown in Santa Monica is scheduled for today from 6 in the morning to 8 at night.

SM Plans Deck Over Key Malibu Access Point

Santa Monica is moving ahead with plans to put a deck on top of the 10 Freeway … east of P-C-H.

Tomorrow night … the Santa Monica city council is starting work on a new Gateway Master Plan … for the area near the Santa Monica Pier.

On the agenda … designing what the city says is a a better freeway entry and exit configuration … in the often-congested traffic bottlenecks at the western end of Interstate 10.

The plan … to seamlessly link the historic Downtown and historic Civic Center, removing a canyon that existed there … before the city was built.

There’s a freeway in that canyon now.

Among the other benefits listed is allowing for “better freeway entry and exiting in the often-congested traffic bottlenecks” and creating a “beautiful new park and park life through new public open spaces,” staff wrote.

The plan is also to shift parking opportunities to the periphery of the downtown shopping area … to reduce traffic impacts downtown.

Santa Monica is reducing and relocating some parking lots near the beach and the popular third street promenade.

Putting a park on top of the freeway has been an on and off dream for Santa Monica officials for decades.

But it looks like Santa Monica now also wants to move some ramps … at a location used by 80 thousand vehicles per day connecting from PCH to the 10 Freeway,.

The traffic impacts on Malibu drivers could be enormous.

Tesla Unveils New Roadster in Heathercliff Jam

Tesla … the car company … may be unable to produce its new sedan to a waiting pubic.

But the company continues its research and development … and has a new next-generation Tesla Roadster in the wings.

It was seen in public for the first time … last week … on Heathercliff Drive … in fact.

Wasn’t hard to miss.

It was the bright red roadster … broken down …. blocking the main entrance to the Point Dume Village shopping center.

You may have seen it … it was the bright shiny thing with paparazzi and mechanics.

Not unusual for prototypes to break down … of course.

Or for bright red shiny things to attract paparazzi in Malibu.

But this one however …. was noteworthy.

Winds will gust up to   (((  20  )))) miles per hour this afternoon … but up to 45 miles an hour tonight.

100 percent chance of rain tonight …. with a low of  ((((  54   )))) on the beach and the  mountains.

Heavy rain tomorrow … heavy at times.

In upper Malibu Canyon … ((((    56    )))) .

In the ocean … it’s ((((   56    )))) degrees in the water at Zuma Beach.

Those are ((((  poor to fair )))) surfing conditions …. according to the lifeguards.

A 3.6 foot high tide crests at 2:33 this afternoon.
