Fran Pavley had the honor of “cutting the seaweed,” in place of a more traditional ribbon, at the grand re-opening of the Malibu Lagoon on Friday, along with State Assemblyman Richard Bloom (right), Susan Nissman, Senior Field Deputy for L.A. County Supervisor Zev Yaroslavsky and many others who helped complete the project.
