County Commission supports unincorporated Malibu LCP

The Los Angeles County Regional Planning Commission last week voted to support the proposed Local Coastal Program for an area that includes unincorporated Malibu. The recommendation on the Santa Monica Mountains Draft LCP will now be sent to the Los Angeles County Board of Supervisors. A board hearing on that document has not been scheduled. The California Coastal Commission must give the final approval for the document before it becomes law.

If approved, the LCP would set the development rules for the area. An LCP includes a Land Use Plan and a Local Implementation Plan. An LUP was approved for the area in 1976, but an LIP has never been written.

Signal relief on PCH

Malibu residents driving eastbound out of the city on Pacific Coast Highway will not have to worry about any further major traffic delays, at least not ones created by the malfunctioning traffic signal at the Bel-Air Bay Club. Malibu City Manager Jim Thorsen said at Monday’s City Council meeting that city officials had been meeting with California Department of Transportation representatives about solving the problem that caused traffic delays of more than an hour for Malibu drivers. As of last week, the faulty signal has been shut down, and will remain that way until further notice.

Name released of person dead in crash

The 20-year-old man who died in a March 5 car wreck in Malibu has been identified by California Highway Patrol officials as Genaro Cisneros of Los Angeles. A 17-year-old girl was injured in the incident, but her name was not released.

According to the CHP, Cisneros was traveling in a 2006 Honda Accord southbound on Malibu Canyon Road at a high speed. When the vehicle entered a curve, he was unable to maintain the car on the roadway. The Honda went off the roadway, according to the CHP, and drove onto the right shoulder, colliding with a concrete drainage system. The collision occurred at 7:55 p.m.

The vehicle came to a rest sideways on the driver’s side in the drain. Los Angeles County fire personnel pronounced Cisneros dead at the scene. The 17-year-old passenger was taken to the hospital with major injuries.
