Santa Ana winds are gusting through the Malibu hills this morning … down to the sea.
Sustained winds of 20 miles an hour early this morning.
Peak gusts around 39 at Zuma Ridge …
Windier at Camp 8 in the Upper Las Flores Canyon area …
31 mile an hour winds are gusting to 48 miles an hour this morning.
They will die down.

The slow motion disaster at Oroville Dam will have longterm ramifications in Malibu.
Today … swiftwater rescue teams from Ventura and Los Angeles counties were gathered and to be sent to Northern California to assist in rescues.
They’re standing down.
California’s National Guard members … all 23 thousand of them … have been put on notice they may be activated.
And later … comes the bill.
The dam is owned by the state … but local water agencies will be assessed to pay for the repairs.
And the water … Oroville one of the largest reservoirs in the state …. holding water for downstream delivery to the canals that feed Los Angeles.
The water is being lost … a small problem compared to the possible flood of the upper Sacramento Valley.

Today the Malibu city council will undertake a midterm job performance review of city manager Reva Feldman …. and this midcourse evaluation was -not- regularly scheduled.
City council members are -not- talking about the rationale for the performance review.
But … KBU News has learned there is great dissatisfaction with some members of the city council on management of the planning department.
Mistakes have been made … with the city giving landowners permission to construct projects that turn out to be not allowed by city code.
One example … the Wildlife Road pile of dirt … which is also on the agenda for tonight’s meeting.
There … a landowner’s agent went to the city staff … and was allowed to alter building plans to beyond what the city codes allow …
Neighbors objected … it was a mistake … the city tried to take it back.
That prompted a nasty neighborhood dispute … a giant pile of dirt .… and a big lawsuit.
Reva Feldman was given the city manager job last April.
She had been the assistant city manager… one of several recent promotions from within in a city government that is distrusted by many residents over growth issues.
That distrust spilled out into the public last week … when the newly appointed planning commissioners rejected a proposed zoning amendment from city staff.
That issue … valet parking by hotels … was handed back tot he staff with loud complaints that the proposal’s impact on traffic and parking had not been studied by the city staff.
Feldman’s job review is at 5 o’clock … behind closed doors … at Malibu City Hall.

Also on the agenda tonight …. discussing the possible purchase by the city of the Malibu Playhouse at Point Dume …
And … the possible purchase by the city of the Yamaguchi plot … 6 acres of vacant land just east of City Hall.
Those are in closed door executive session.

The California Coastal Commission has a new executive director …. and he’s the man who wrote the Malibu LCP — the Local Coastal Program — that the state imposed on the city 14 years ago.
Jack Ainsworth was appointed on an 11 to nothing vote last Friday.
Ainsworth was serving as interim director since March.
Ainsworth is 59 … and has been working at the Coastal Commission for nearly 30 years.
He has been the director of the Ventura coastal commission office for a decade.
The commission reported it contacted more than 1,000 people during the search for a new executive director.
There’s a also a new Commission chairwoman … and she’s a local.
Dayna Bochco was appointed to the commission by the state Senate.
She used to be a director at Heal the Bay and served on the Natural Resources Defense Council’s Southern California Leadership Council.
She says hiring Jack Ainsworth has a depth of understanding of coastal issues.
The 12-member Coastal Commission has broad sway over environmental protection, development and the use of marine resources along California’s 11 hundred miles of coastline.
And they have broad power on land use in Malibu.

State Senator Henry Stern has won his first skirmish in Sacramento.
His bill … to block the re-opening of the Aliso Canyon natural gas field … has cleared a key state Senate committee.
Southern California Gas Co.’s underground methane storage facility … in the hills at the north end of the San Fernando Valley … is responsible for the nation’s biggest methane leak.
Stern’s bill, passed out of the Senate Natural Resources and Water Committee Thursday on a 7-2 vote.
The bill would prevent energy regulators from allowing the facility above Porter Ranch to be used again … until the cause of the massive 112-day leak is known.
Their work is not expected to be finished until later this year.
