The Academic Performance Index (API), a statewide analysis that establishes performance of public schools, reflects high scores for the Santa Monica-Malibu School District.
Results of the spring 1999-2000 Stanford 9 test, part of the state’s Standardized Testing and Reporting (STAR) program, are used to set the bar for learning.
The target annual growth, ranked from 200 to 1,000, with 800 as the interim API score, is what schools should aim to meet.
Of schools in California that were tested, 71 percent met API expectations
Comparably, all Malibu schools can boast they met API expectations, and can await cash awards for their performance.
Three awards are given to schools and / or employees that meet expectations of the API results: The Governors Performance Award (GPA), the School Site Employee Performance Bonus (Senate Bill 1667) and the Certificated Staff Performance Incentive Award (Assembly Bill 1114).
The GPA is a $150 award per student at eligible schools. Senate Bill 1667 has a $350 million award, half of which is given to schools and the other half to all school employees (certified and uncertified).
Assembly Bill 1114 is a $100 million award given to all certified staff at a school including teachers, principals, and other administrators.
GPA and Senate Bill 1667 money will be distributed after Jan. 1, 2001. The Certified Staff Incentive Award accepts applications in December 2000.
In order for a school to receive an award it must meet the API target and the demographic / socioeconomic requirement as well.
