Local Tallia Efraim and her partner, Ivan Sinelnikov, won first place in the Amateur Pre-Teen Open Latin and the Amateur Pre-Teen Pre-Champ Latin categories at the City Lights Ball ballroom dance competition in San Jose Jan. 27.
