I agree with your assessment of Legacy Park and believe there are many parks and public spaces around the country which are entirely underutilized. The unfortunate trend in landscape architecture and planning seems to be going the direction of hazard mitigation and what I consider blind environmentalism.
Public space is for people, we seem to have forgotten how to design public space with humane considerations and appropriate scale and interest.
