Will Malibu stick its thumb in the president’s eye … and declare itself a sanctuary city?

Plans for the Bluffs Park expansion get trimmed back.

And … two feet of rain so far … more coming.

Good morning Malibu!

Will Malibu declare itself to be a sanctuary city?

The city council will decide Monday on an ordinance that would prohibit the expenditure of city funds to enforce federal civil immigration laws.

It will largely be symbolic … but Malibu always attracts attention from haters … and it’s likely this time will be no different.

Malibu does not have its own police department … our city hires the county sheriff for that job … and the county sheriff already has the same policy.

The city … with an annual budget in the 20 million dollar range … receives 46 thousand dollars a year in federal funding.

Actor Martin Sheen appeared before the city council … last December … urging the move.

Large cities like Los Angeles .. New York … San Francisco … and small cities like Maywood and La Puente… have put significant federal dollars on the line since the presidential elections.

This … as the Donald Trump administration promises to act against sanctuary cities.

The matter goes before the Malibu City Council Monday night.

Malibu has been asked by the California Coastal Commission staff to trim back its plans for Bluffs Park.

Commission staff is recommending a reduced footprint on the flat … graded section of former farmland … across PCH from the big lawn from Pepperdine University.

The city is starved for playing fields for children … youth and adults.

And residents in western Malibu largely don’t want athletic fields on the 35 acres of vacant land that the city just bought … at Trancas Field.

Some residents feel the same way about Bluffs Park … and want that land preserved as open space too.

Others say the city is running out of flat land … and that soccer or baseball fields are attractive.

The city has reduced its plans for athletic fields on the 83 acres of state-owned land it is seeking as parkland at Bluffs.

The city has dropped plans for one of the baseball fields … and the outdoor pool .., among other plans.

The idea is to reduce the footprint back further from the canyons and mesa faces … which would remain natural … with trails and wild growth.

The city Parks and Recreation Commission will look at the revised plans tonight at City Hall …. and they go before the city council next Monday.

More rain is likely in Malibu … drizzle today … and maybe a big storm this weekend.

The National Weather Service says the atmospheric river of subtropical … Hawaiian moisture continues to flow into California.

The Bay Area got socked last night  but the energy triggering major rainfall is petering out in Southern California..

A new study from the Jet Propulsion Lab in Pasadena says up to 75% of extreme precipitation events around the world come from atmospheric rivers like the one streaming over California this winter.

The study … printed in the British journal Nature Geoscience … says rivers up in the sky are responsible for up to 65% of the western USA’s extreme rain and snow events.

A single strong atmospheric river can transport up to 15 times the water vapor compared with the average flow of water at the mouth of the Mississippi River, according to NOAA’s Earth System Research Laboratory.

This year’s “Pineapple Express” from Hawaii has blasted Malibu with around 25 inches of rain this year.

Rain gauges operated by L-A and Ventura county storm engineers show nearly 27 inches of rain so far at the center of the Santa Monica Mountains …. at King Gillette Ranch and Upper Decker Canyon.

We’ve seen nearly 24 inches of rain here at Trancas.

And nearly 19 inches of rain have fallen at the Malibu Civic Center.

Those measurements are for this winter’s rain season to date …. the rain season starts October First.

You can see the entire table of season to date rain totals for the Malibu area … on the KBU Facebook page … and on the KBU Newswire … posted at the Malibu Times dot com website.

Point Mugu State Park will be without water for a few more days, as crews make repairs following Friday’s storm.

The Ventura County Star reports that a water line that runs down Sycamore Canyon had ruptured.

An employee found the leak Sunday.

The pipe carries water from a tank in Rancho Sierra Vista in Newbury Park, through the park’s steep mountains to state campgrounds and day-use spots along the coast.

Craig Sap … the district superintendent for California State Parks … says it will take a day or two to get the pipe fixed.

Sycamore Canyon campground, Sycamore Cove Day-Use, Thornhill Broome campground, and La Jolla Day-Use and Group Camp are all without tap water.

That story is from the Ventura county Star,

Gas prices in the Los Angeles/Orange County region stood near $3 a gallon Monday— up more than 50 cents from a year ago as OPEC production cutbacks worked their way to local pumps.

Across the country … we are 55 cents more expensive a gallon than where we were last year …because of oil prices … says one analyst.

OPEC has been holding back on production.

Gas prices may go up another 40-70 cents a gallon by the peak season in mid-May.

It’s normal for gas prices in Southern California to increase this time of year as the state switches over to summer blend gasoline … which costs 8-12 cents a gallon more than winter blend gasoline.

The 97.5 PCH gas survey shows the lowest prices last night …  2-89 a gallon at the two Arco stations.
