Two heads together

We in Agoura have gone through the same thing with rehabs. We have written senators and representatives and received no help. We had one rehab with no license. We called and contacted everyone, but the city could do nothing. Finally, Drug and Alcohol shut them down, but the owner is doing something funny with the house. The owner was confronted and said he will open again even without a license, and he is now partners with some one in Malibu.

This person is an addict himself and is only doing it for money. He does not even own the home here; his parents do. One block of this house has more than 25 children ages one to 15. We also have a licensed daycare on the same block. Please let us know if we can help each other. We are willing to try anything. Maybe two cities can do more than one.
