Two major stories this morning about the Southern California Edison power blackout plans.
First, last night’s open house meeting hosted by the power company erupted into shouting and chaos … as local residents objected strongly to the plan.
And … yesterday the Malibu city attorney filed an official objection with the state … over the California Public Utilities Commission’s plans to turn the power off in Malibu.

Yesterday … state officials announced that two fires last year were caused by power companies’ improper equipment.
One of them … the Liberty Fire in western Riverside County … was on SC Edison equipment that the state says was not maintained correctly.
The power company says it was a bird news.
The Cascade Fire near Yuba City was blamed on bad power lines operated by Pacific gas and Electric.
The state says P G and E lines were slack and slapped together during high winds.
That fire killed four people and destroyed hundreds of homes.

Plans to expand Point Dume Elementary School went before the community at a meeting last night.
Reporter Sam Hall Kaplan says it was a sparse gathering of about 20 Point residents heard some half dozen district representatives and consultants summarize the report’s conclusion that there will be minimal adverse impacts on a range of environmental concerns in the proposed combining of the Pt. Dume and Cabrillo elementary schools on the Point campus.
Several in the audience objected to the dense report of some 700 pages, in particular to the traffic impact on local streets and the siting of a two story, 28 foot high, bulky classroom building fronting Grayfox street.
There also was an impassioned call for the flexible design of a community school to serve adults and seniors as well as students.
Consultants tried to assure the gathering that the traffic generated by the school doubling its capacity to nearly 400 students can be managed … by tweaking commuter patterns.
As for the indicated siting of the permanent classrooms, district officials said that was just a so-called place holder to expedite the approval process in the project’s first phase.
They said the eventual design process in the project’s second phase would include broad public input and the concern for a civic and community presence.
The draft environmental report can be seen on the District’s website … at S M M U S D dot ORG… the comment period closes next Thursday, Oct. 18.
The school board will act on this … November First.

In news from down the coast … Santa Monica is about to reimagine and rebuild its Thrid Stret promenade.
The Santa Monica Lookout newspaper reports an urban design team be paid $330,000… something the city calls promenade 3.0.
Santa Monica turned its main shopping area into a mall in the 1960s … and by the mid 1980s it was pretty decrepit.
The current promenade was installed 21 years ago … and now it’s sputtering out of gas.
The northern block has been all but abandoned by retailers … and the changing nature of computerized delivery shopping is hitting the promenade hard.
Santa Monica is considering putting in canopies … new pavers … new street furniture … maybe even beer gardens and outdoor restaurants.
One thing that appears to be safe are the six topiary dinosaurs … which are being rebuilt this fall.

A long period southerly swell originating from Hurricane Sergio is expected to peak tomorrow night and Friday, bringing high surf to area beaches. Estimates of surf heights are 5 to 8 feet with local sets to 10 feet during the peak of the event, highest on south to southwest facing beaches.
The surf is expected to subside late Friday into Saturday but there is a chance that strong rip currents will continue into Saturday.
High lunar cycle tides will crest … at up to 6-1/2 feet …during the late morning hours each day.
This could cause minor coastal flooding … possibly a lagoon breach.
