P C H was closed this morning …. from Santa Monica towards Malibu … a fatality near the tunnel.

A woman goes missing in Malibu a half year ago …. her mom holds a news conference.

Details emerging about a major park … with 26 campgrounds and 80 parking spaces …  just outside the Malibu city limits.

A traffic nightmare this morning … trying to get to Malibu.

A pedestrian was struck and killed at about 5:10 this morning … on P C H just north of the McClure Tunnel.

That has the westbound 10 freeway closed … at Fourth Street.

The 10 is backed up all the way to the 4-0-5 … and surface streets in Santa Monica are just a disaster …s topped in all directions as thousands of cars heading towards Malibu try to squeeze into the one lane at California Incline.

Getting from Santa Monica down 7th Street and Entrada drive … also jammed … 20 minute delays there.

Traffic heading heading into L-A via PCH to the 10 Freeway also seeing delays …. but not as serious.

At 10:30, the Santa Monica police investigation was nearing completion and officers said the road would be reopened soon.

School buses serving Webster School in Malibu were delayed this morning.

It’s been a half year since a 21-year-old Glendale woman want missing …. and her car was found on P C H on Malibu.

Elaine Park was last seen on January 28th in Cold Canyon …. leaving her boyfriend’s house.

Her car was found .. a few days later … parked at Latigo Beach … her car keys, cell phone, laptop, make up, and cash were all located in the unlocked vehicle.

The case is being handled by Glendale Police … and they say they have been getting tips front he family to look at the boyfriend’s house … in the Cold Canyon section of Calabasas.

A private investigator has been hired by the family … his name is Jayden Brant.

“We firmly believe that Elaine did not commit suicide and that she is not a runaway.

“It is our strong contention that Elaine Park is an involuntary missing person and that foul play was involved in her disappearance.” CLOSE QUOTE

Glendale police Sergeant Robert William tells the Los Angeles Daily News that police have received what he calls “speculations, suspicions and theories” about the disappearance from the private investigator.

But they have all “fizzled out” … he told the L A Daily News.

Friends of the missing woman say they suspect the boyfriend … but Glendale police say he and his family have been very cooperative and have shared home security video showing Elaine Park leaving the house.

The Glendale police spokesman told the Daily News that police have been asked to dig up a backyard … but they can’t do that without a search warrant.

Left unsaid is that a search warrant requires probable cause of a crime … and that does not exist in this case.

All this leaves the missing girl’s mom … Susan Park … who called a news conference yesterday to announce a reward for information … photos or surveillance videos taken in Malibu between January 28th and February 4th near the Malibu Seafood restaurant.

Elaine Park’s mother … Susan Park … is anguished.

A seldom-noticed Malibu city committee is tackling two additional major issues this week.

Earlier this year… the city Wastewater Advisory Committee was blasted by some Malibu residents over its recommendations to require inspections of septic systems if they break down.

Meeting tomorrow evening … the Wastewater Advisory Committee will look at banning water softener devices … and at inspection programs for sewage disposal systems after they fail.

First … water softeners.

These contraptions make water softer by removing salt and other minerals.

Every once in a while … some models of them clean themselves and send a slug of very salty water down the sewer pipes.

And if that goes into the sewer system … or into the groundwater through a septic system 

… that’s a big problem.

City staff is recommending the prohibition of the use of certain types of water softeners.

Also tomorrow night … the Wastewater Advisory Committee will consider language on a city plan to inspect individual sewage systems …. those that are registered with the city.

Homeowners who have either built a new wastewater system … or have had a septic system fail … have to register with the city.

And rules to regularly test and inspect those registered systems… will be reviewed .

The Wastewater Advisory Committee meets tomorrow (((Thursday))) night at 6 …  at City Hall.

Far more whales die in collisions with ships off the West Coast … than ever wash up on beaches,.

Those are the findings of a new study … from scientists at Point Blue Conservation Science in the Bay Area.

They tell the San Jose Mercury newspaper that the vast majority whales hit by ships sink … and do not float ashore.

Every year … an estimated 18 blue whales, 22 humpback whales and 43 fin whales are hit and killed by ships off the West Coast.

Those whale species are all endangered species.

There is a solution.

New rules for how ships operate.

The researchers say ships could be rerouted off the coast  … further … avoiding whale feeding areas.

Also … they could slow down when in areas where whales congregate.

New speed limits, shipping lanes and other rules were put in place off the East Coast, deaths to endangered right whales fell roughly 70 percent.

Such rules have not been implemented on the west coast.

Those are ((((  fair )))) surfing conditions …. according to the lifeguards.

(((((  A five foot high tide is at 11:34 this morning.

Low tide is at 5:17 this evening.

A five and a half foot high tide is at 11:20 tonight.    ))))
