Malibu’s Dark Skies ordinance will have teeth.

A sewage spill closes 4 miles of Ventura County beaches … should not affect Malibu.

Two brushfires last month forced cancellation of the Malibu Fire Awareness meeting … so it’s rescheduled for Wednesday night.

Malibu’s dark sky ordinance will have teeth.

The proposed rules went before the city Planning Commission last night … and commissioners said they want to make sure that a workable set of rules is drawn up.

To review … Malibu residents have been clamoring for a return to the dark skies that existed in Malibu even a decade ago.

In the past few years … commercial establishments and some homeowners have lit up the once-velvet black skies with bright lights. 

The city’s Bonnie Blue told the commissioners the means of enforcement is still in development.

“That is something that we are working out with code enforcement and city attorney’s office, as to how to deal with that.

“I believe initially they are going to be given warnings that have to comply, that there’s a whole series of steps that they have to take.”

Commissioner John Mazza told city staff that the ordinance should have teeth.

If you get a scofflaw … say you get a warning and then another warning and then another warning … and then … I think it should be a reasonable amount of money daily.” 

City planners and the city attorney will be fine tuning the proposed dark skies ordinance over the next few weeks … and the proposed rules will go before the Planning Commission in about September.

A major sewage spill has closed four miles of beaches in Ventura County.

But the problem does not appear to affect Malibu. 

A power failure at the Oxnard sewage treatment plant … and failure of the backup generators … is to blame. 

About 219 thousand gallons of raw sewage was sent into the ocean … through a pipe that extends one mile out to sea near Port Hueneme.

That’s just west of the Navy air station at Point Mugu. 

Four miles of beaches are closed to water contact … from the Navy station west. 

The closure will be in effect until Tuesday evening. 

The plant is now functioning again…. and while the sewage spill is up the coast from Malibu … it is not expected to affect water quality here.

The City of Malibu held a fire awareness meeting a few weeks ago.

There were two brushfires in the area – at Calabasas and Topanga Canyon – so the meeting was cancelled.

It’s been rescheduled for 7 o’clock Wednesday night – Wednesday – at City Hall.

The meeting will feature speakers from the Los Angeles County Fire Department  … American Red Cross … and Los Angeles County Department of Animal Care and Control.

Most importantly …. Malibu’s Public Safety Manager Susan Dueñas and the sheriff’s office will be there to explain about evacuation procedures. 

Malibu hasn’t had a major brushfire for almost 10 years now.

But we can tell you from past experience that most of the city was caught off guard not only by the scary fires … but from the days-long evacuation and roadblocks that followed. 

The city says tomorrow’s meeting will offer residents information about what to expect from the coming fire season … and what to expect in case of evacuations.

Specifically … the city will address questions about when and how residents will be able to return to their properties, how Sheriff’s Deputies will ensure neighborhoods remain secure during evacuations, and what residents need to do with their pets and large animals, such as horses, during an evacuation.

Malibu is sitting right at the bottom of a mountain range loaded with fuel… toasting in the summer sun and autumn desert winds.

The fire meeting will be at 7 p-m tomorrow Wednesday at Malibu City Hall.

In Washington, Congress is restoring funding to a tsunami warning system that has been targeted for drastic budget cuts by the White House 

The L-A Times reports that a congressional panel voted to continue funding a global tsunami detection system … which gives U.S. officials an accurate forecast of when and how big ocean floodwaters will arrive from a distant earthquake.

And a different committee has voted to keep funding a West Coast earthquake early warning system targeted for shut down under the proposed budget.

Not  getting a lot of attention were the White House plans to drastically cut funding for a weather service effort called the National Mesonet Program,.

It’s a network of automated weather stations that can indicate rapidly deteriorating weather conditions. 

If the cut had gone through … Calfornia would likely see an end to the Mesonet service as funds would have to be shifted to tornado alley.

It’s not like sudden weather happens out west … 

That funding has also been restored by Congress.

But the White House will still be able to end the programs … by starving them for funding approved by Congress through administrative means.

Back in Malibu … the City of Malibu has scheduled a free outdoor screening of the family friendly animated classic “The Little Mermaid” .

This is after sunset at Malibu Bluffs Park on Saturday, August 12. 

Activities will start at 7.

Food trucks … an art activity, giveaways and a special guest Princess will arrive at 7:15.

After that … expect it to be (((  partly cloudy and hazy again  )))) tonight … a low of  ((((   62 )))) on the beach … down to  ((((   65  )))) in the canyons.

The lifeguards say the waves today are   ((((   1 to 3 )))) feet high …. 

Those are ((((  poor )))) surfing conditions …. according to the lifeguards.
