In news from down the coast … future City Council elections in the City of Santa Monica will be determined by a seven district map.

A judge has agreed with malibu lawyer Steve Shenkman …  who sued Santa Monica on behalf of latino activists who live along the 10 Freeway corridor in Santa Monica.

The judge ruled that Santa Monica’s at-large voting system violates the California Voting Rights Act .

She ordered the city to discontinue at-large elections and adopt a district based system.

How this affects the Santa Monica – Malibu school system is unclear at best.

The judge’s order does not affect the school district … but voting procedures for the santa Monica-Malibu district are set by the Santa Monica city charter.

It would stand to logic that if the at-large voting for city council in Santa Monica violates the law … so does the at-large voting for school board seats in Santa Monica and by extension Malibu.

As of now however … the court ruling in Santa Monica does not directly affect Malibu.

Malibu music royalty has suffered second loss this season.

Darryl Dragon died in a hospice in Prescott Arizona early yesterday morning … of kidney failure.

His former music partner and wife … Toni Tennille … was at his side.

He was 76.

Daryl Dragon was the son of Academy Award winning composer and conductor Carmen Dragon and opera soprano Eloise Dragon.

The five Dragon siblings all became musicians.

Along with his brothers … the Dragon family were Malibu fixtures.

Daryl Dragon was a classically trained pianist … hired to be a backup for the Beach Boys in the mid-60s.

He played drums for more than a decade with The Beach Boys and toured with The Byrds, Neil Young, Rick Springfield and others.

He was hired by Tennille to help work on a musical she wrote … called “Mother Earth” …which she’d written while at South Coast Repertory in Costa Mesa.

The two later formed Captain & Tennille — and married.

A series of soft rock singles followed: “Love Will Keep Us Together”

“Muskrat Love,” “Shop Around” and “Do That to Me One More Time.”

His brother … Dennis Dragon … a died last October.

No word on services.
