It seems logical to me that crossing PCH to get to the beach is similar to running across a freeway — after all, the two speeds are comparable.
My suggestion would be to put signs up that say “ILLEGAL NO CROSSING,” and to create more stoplights and pedestrian crossings by all of the beaches, even the beaches close to Ventura County Line.
Logical — I think so!
