La Paz project in Civic Center seeks 4-year building extension

Two projects will be considered simultaneously for the 15.2-acre La Paz Ranch property located between Papa Jack Skate Park and the public library. Project A consists of a total of 132,058 square feet of commercial development. Project B, a 99,117 square-foot, 0.15 FAR project, is proposed if the city chooses not to approve the Project A development agreement, which would allow a greater FAR ratio.

A coastal development permit (CDP) for the La Paz development project in the Civic Center is up for a four-year renewal at the Malibu Planning Commission’s April 1 meeting.

Approval of the CDP for the project, which originally included 99,117 square feet of commercial office and retail uses in 2008, was dated to expire Nov. 8, 2012, according to the planning commission staff report.

Nothing has been built yet because the applicant, Chris Deleau of Schmitz and Associates, has been working with the City of Malibu and Caltrans on traffic mitigation measures and finalizing working drawings for a wastewater treatment system, according to the application. An additional four-year approval is sought through Nov. 8, 2016, to implement the traffic mitigation, as well as submit the wastewater treatment sysem application to the State Water Resources Control Board and the California Department of Public Health for review and final permit approval.

The La Paz project was originally approved for 99,117 square feet of commercial office and retail uses in 2008 under the city mandated .15 floor area ratio. It subsequently won approval for an extra 12,941 square feet (for a total of 112,058 square feet) after the city agreed to expand the floor area ratio to .20 in exchange for public benefits.

The benefits included: 1) 2.3 acres in the Civic Center area conveyed to the city for the construction of a city hall; 2) a $500,000 contribution to the city hall construction fund; 3) a pedestrian and bike path from city hall throughout the project connecting Civic Center Way; 4) dedication of a trail segment fronting along Civic Center Way; and 5) architectural plans for the proposed city hall.

After the 2008 agreement, the city built a new city hall on Stuart Ranch Road, which opened on March 28, 2011.
