U-2 musician David “The Edge” Evans has won a court decision in his multiyear quest to build a nest of five houses on the mountain above Billionaire’s Beach.

Los Angeles judge James Chalfant made his ruling Friday.

The Sierra Club had sued … over a Coastal Commission approval of The Edge’s series of homes for him and his mates.

But like most lawsuits on land use…. the Sierra Club lawsuit rested primarily on arguments about the process used to approve edge’s mountaintop nest of houses.

The lawsuit claimed the Coastal Commission did not analyze the project’s impacts adequately under CEQA …. the California Environmental Quality Act.

Judge Chalfant’s ruling means the Coastal Commission’s approval of the project in December 2015 will stand …. that more than 90 percent of the 150 acres will remain public space forever … and that a trail can be built across it. 

The decision came in late on a Friday … and over the weekend we were not able to do some research on one key point.

But several years ago it was pointed out that coastal commissioners had approved the houses on the mountain … but not the road that needs to be cut into the mountain.

That permit was waiting until Final negotiations over the placement of the houses was settled.

The houses all ended up outside Malibu city limits … but the road will be inside Malibu and thus will require a city decision on upgrading and view impacts.

We will follow up on that.

While Malibu debates and studies and makes plans for safety projects on P-C-H … Santa Monica has taken over its section of Highway 1 from the state.

And it is going to make changes on Highway 1 in Santa Monica … Lincoln Boulevard. 

The city last week approved making the 1 and a quarter mile stretch of Lincoln Boulevard into a pedestrian-oriented environment.

New crosswalks … landscaped center medians … pedestrian curbs … all designed to slow vehicles and make it into a city boulevard … instead of a suburban strip zoning 

district oriented towards cars.

Three pedestrian crossing signals will be added. 

Traffic flow will be slowed … but during peak commuting hours … the curbside parking lane will convert to a bus only lane… improving traffic flow and safety. 

Santa Monica is keen to remove autocentric businesses from Lincoln … and replace them with mixed use housing and commercial projects. 

In the street itself … construction will begin soon on the 2-point-9 million dollar project on Lincoln Boulevard.

Construction has shifted into high gear at Malibu High. 

Interior abatement of possibly hazardous material in one major building was completed over spring break. 

Passersby may notice heavy machinery up on the hill east of campus.

A new access road is being cut into the hillside east of the school. 

Dozens of dump truck loads of dirt will soon be taken to a landfill near Oxnard. 

To get to P-C-H … those trucks will be using Morning View Drive … after the morning arrival period and before school gets out. 

There will be flaggers directing traffic during those periods.

Unhappy people this morning … over new signs being put up by the City of Malibu.

Before there was a City of Malibu … there was a Malibu. 

And about 50 years ago … boosters of the Malibu real estate industry put up signs at either end of town … about 18 miles apart … that boasted of 27 miles of scenic beauty. 

The 27 miles was a bit overstated … but people grew used to that slogan. 

One of the old signs … with the crescent arc of Zuma Beach in the background …

has been used by tourists for \ decades … tour buses would routinely stop there to let people get out and have their pictures taken next to it.

But that sign was taken down last week … it’s going to be replaced by a new sign that is identical in every way but one.

The new signs will say 21 miles of scenic beauty … not 27.

That has some people … really not happy.

E-mails and social media messages flying over the weekend…. who did this?

Why?

The city changed Malibu’s unofficial slogan … with no discussion.

27 minus 21 equal 6.

Are the other 6 miles no longer in Malibu???

Or are they are no longer considered to be scenic and beautiful???

No comment from the mayor. 

Unincorporated Malibu goes way up into Ventura County … … but are still in the Malibu ZIP Code.

The new Malibu school district boundary will go all the way east past Topanga Beach … to the L-A City Limit.

Barf … said one person on Next Door.

This is what’s wrong with Malibu … all this change … she said. 

The city will dedicate its new 21 mile sign today … they are having a little party at 11 this morning at the Broad Beach overlook west of Trancas.

After that … expect it to be (((  clear  )))) tonight … a low of  ((((  55   )))) on the beach … down to  ((((     53  )))) in the canyons.

Tomorrow should be   ((((   warm and windy  )))).

Right now … it’s ((((    53     )))) at Trancas.

((((    52    )))) in upper Malibu Canyon.

And it’s ((((   61   ))) at Civic center Los Angeles. 

In the ocean … it’s ((((   58     )))) degrees in the water at Zuma Beach.

The lifeguards say the waves today are   ((((   3 to 5 )))) feet high ….

But there is a fun dose of WNW swell lining up down the coast. )))) 

Those are ((((  fair )))) surfing conditions …. according to the lifeguards.
