Many of these parcels closest to Malibu Creek, Malibu Lagoon, and Malibu Beach are in an officially designated flood zone. They are certain to be ravaged by floods several times within the next 100 years. Disregarding ecological concerns, it makes economic sense to move all development out of the flood zone.
