Mayor Pro Tem Jefferson “Zuma Jay” Wagner (right) presented West Basin Municipal Water District Director Scott Houston with a proclamation in honor of “Earth Month.” West Basin was recognized for its efforts to support water conservation. The City of Malibu has declared March 24 – April 30 as “Earth Month.”
