Beach access fiscally irresponsible

Can someone please tell me how can the California State Coastal Conservancy justify spending $700,000 of our tax money to build stairs to a dangerous wet beach on Malibu Road (which BTW already has five access points) when our state is considering closing Leo Carrillo State Park, Malibu Creek State Park, Malibu Lagoon State Park, Topanga State Park and Will Rogers State Historic Park? This ill-advised, dangerous and fiscally irresponsible project could be the leading candidate for poster child for public policy run amok!
