In 1908, a plan to make the entire Malibu district a national park was formed, according to an article in the May 1, 1908 edition of the Los Angeles Herald.
The plan never came to fruition, but National Park ranger Kate K., who posted the article on the Santa Monica Mountains National Recreation Area (SMMNRA) Facebook this week, noted in a comment that Malibu did become a non-traditional national park as mart of the SMMNRA, established 70 years later in 1978.
