John Paul Steen, son of John E. Steen and Norma T. Steen of Buffalo, New York, will marry Malibu resident Tabitha Elaine Ryan, daughter of Jon P. Ryan and Joan E. Ryan of Channel Islands Harbor, Calif. in late April. John is a chief in the United States Navy, stationed at Port Hueneme Seabee Base. Tabitha is Lead Teacher at a preschool in Malibu. Their wedding is planned to take place aboard the Scarlett Belle riverboat in Channel Islands Harbor.
