Downside of plan

I read that if there is a tsunami warning, most of the canyon roads will be changed to one way uphill. This rings of the kind of one-dimensional thinking that prompted the French to construct the Maginot line prior to World War II. They made a line of big guns that only pointed in one direction. We all know what happened. What if someone is uphill from home and has to rescue kids or pets before evacuating? Also, canyon residents won’t know their road has been reconfigured. Has a computer simulation shown this policy to be necessary and effective? Sounds like the disaster plan has not been thought out.
