Neighborhood Character at City Council
The Malibu city council plans to tackle the testy issue of neighborhood character next Monday.
This is what other cities call mansionization.
It’s the practice of people buying land and designing houses that are the very largest that the land will permit.
A large lot can result in a house that is much bigger than the surrounding neighborhood.
At a recent city council meeting regarding one such house on Point Dume … one woman described what she fears about her house …. should a neighbor’s big mansion be constructed.
Beatrix Linkus [[[[ name spelled phonetically ]]]]
CUT 77288 QQQQ: teardown value only.
“It’s too big.
“The house is going to be the biggest one in the neighborhood by 30 percent.
“It will adversely affect the neighborhood because now the smaller houses in the area will be reduced to their teardown value, only.”
The city is regulated by the state’s Local Coastal Program … and the L C P allows the city to approve a house only if “the project does not adversely affect neighborhood character.”
Neighborhood character …. some say … is a subjective opinion.
Others would argue it can be quantified with a mathematical formula.
But it has never been set forth by the city planning department or city council …. just what is neighborhood character.
That requirement was pretty much ignored until last summer …. when the city council found that a proposed house on Via Acero was too big for the neighborhood character and ordered it downsized.
That left landowners and planners confused … what is neighborhood character?
How do you measure that?
That issue goes to the city council Monday.

Street Resurfacing Failing
City of Malibu contractors will be making repairs today on at least one street that was repaved earlier this month.
The slurry seal on Surfside Way has been shedding asphalt particles and lumps of black paving material.
Nine days after the repaving … vehicles are still causing visible tracks in the slurry coat.
City public works officials say the type of material used for the slurry coating needs a lot of traffic to compact it down … but cul de sac traffic making a lot of short turns tends to chew it up.
The city is arranging for its contractors to vacuum up the mess … which is coating cars and driveways with sticky … stinky black grit.
The city is also investigating the use of some sort of topping on the slurry seal … to prevent it from coming loose.
