LA County moves to streamline restaurant permitting, expand support for business owners

The Los Angeles County Board of Supervisors voted June 30 to approve a motion by Lindsey P. Horvath aimed at strengthening support, resources, and services for restaurant owners navigating the county's permitting and plan check processes.

The initiative is designed to make it easier for both existing restaurants and new food establishments to open, renovate, and operate by improving access to information, expanding technical assistance, and implementing recent state laws intended to streamline permitting.

"Every restaurant starts with someone sharing a piece of themselves — a family recipe, a cultural tradition, or a dream they've carried for years," Horvath said. "Those dreams become the places where we celebrate birthdays, gather after long days, and connect with neighbors and new cultures. The people opening and operating restaurants are taking a chance on our communities, and we should meet that courage with clear guidance, meaningful support, and a path that makes it easier to bring those ideas to life."

As part of the approved motion, the board directed the Los Angeles County Department of Public Health and the Department of Public Works to develop implementation plans for new California laws designed to simplify restaurant permitting and renovation projects. The legislation includes expedited review timelines and increased flexibility for restaurant operations, helping reduce delays that can often slow new business openings.

The motion also calls on the Department of Public Health, in consultation with the Department of Economic Opportunity and other county partners, to improve the overall permitting experience by updating restaurant permitting websites, checklists, and toolkits to make them more user-friendly and accessible.

County departments will also conduct outreach and educational efforts to ensure restaurant owners understand available resources and recent policy changes. Officials will explore expanding technical assistance and concierge-style services that provide one-on-one guidance before permit applications are submitted, helping business owners avoid common delays.

Additionally, the county will evaluate opportunities to improve language accessibility and develop more tailored support throughout the permitting process, while identifying further recommendations to help restaurants navigate the path to opening more efficiently.

Restaurants remain a vital part of Los Angeles County's economy, supporting thousands of jobs while serving as major contributors to tourism, neighborhood vitality, and cultural identity.

County leaders said the changes are intended to create a more predictable, transparent, and supportive permitting process that allows restaurant owners to focus more on serving their communities and less on navigating government bureaucracy.

If fully implemented, the initiative is expected to reduce barriers for entrepreneurs, accelerate restaurant openings and renovations, and strengthen one of the county's most important small business sectors.
