48 Still Missing, 101 Still Cut at Montecito
“This is a million times worse than that fire ever was.”
The words of one Montecito resident … who evacuated her house during the December wildfires … but who stayed home through the voluntary evacuations this week.
Her house … now waist deep in mud.
Although the death toll is now 17 ….
And another 48 people are still missing . reports the Santa Barbara fore department…
59 homes were destroyed by the mud flows.
U-S 101 is still closed … with significant damage to bridges and pavement and culverts.
1-0-1 may remain closed over the weekend.
95 thousand cars a day normally use that section of freeway.
The detour … 270 miles around … over the Grapevine and through Santa Maria.
The train tracks are washed out …. Amtrak and Surfliner trains blocked beyond Oxnard.
Island Packers and Condor Express are offering ferry shuttle service between the harbors at Ventura and Santa Barbara.
Abotu 100 L-A county firefighters are working search and rescue.
One battalion chief says rescuers are walking atop mud that is drying like a candy shell on ice cream … crusty on top … gooey just below.
Rescuers are falling into open manholes that are covered with mud … and swimming pools covered with mud.
About 100 people were rescued yesterday by chopper or truck … from mud-surrounded houses.
Chain Store Limit Passes (Again), Owners Say It May Get Tossed Out (Again)
Malibu’s city council thrashed about and came up with outlines for a third attempt at an ordinance to regulate chain stores in Malibu last night.
Version 1 of a so-called formula retail ordinance was overturned by the voters.
Version 2 was overturned by the state court of appeal.
Planning commissioner John Mazza reminded the council it about stores that have been operated in Malibu … catering to busloads of tourists from China and other countries.

“People were using our stores to use fancy foreign products and they were unique, and they were trying to create destination shopping, and that is what we do not want.”
Last night … the city council made changes in five broad areas to the proposed ordinance,
They decided to make the regulations apply only in shopping centers … and not along PCH.
That brings the new ordinance in line with the voter approved Measure R.
And they added a provision that no shopping center can be entirely made up of stores that are exempt from the restrictions.
Marshall Camp … attorney for the new Malibu Whole Foods and Malibu Bay Company …
And he told the city council last night that this ordinance might also get tossed out for being too restrictive.
Camp zeroed in on the proposed ratio of so-called exempt uses … things like grocery stores that would be exempt from the chain store restrictions.

“This ordinance would already be the most restrictive formula retail ordinance int he United States that we are aware of, in terms of this citywide categorical capping of formula retail in every shopping center.
“This issue counting exempt uses – we think it is the tipping point where you go from very extreme, to something that is likely to be challenged, and likely to fail.” [[[ END QUOTE ]]].
Slow growth advocates were not happy that the city council is leaning towards allowing small chain stores next to anchor tenant stores at new shopping centers … like Whole Foods.…
Councilman Rick Mullen was part of the slow growth slate elected last year …. and he says …

“I know that you’re going to be mad at me, about the exempt thing.
But I just, when I look at that diagram … It seemed excessive to me to say … in the case of the grocery store guy here. ‘you cannot have any formula retail, period.”
City staff has written down the changes that were hashed out last night … and will bring the anti-chain store ordinance back next for action later this month.
MHS Puts New Student Parking Lot Off Limits To Students
Malibu High School has quietly opened its new parking lot for use …. and discovered that the new access road is too steep for student drivers.
And … the new parking lot is secluded …atop a hill and distant from the school buildings.
Fore safety reasons .. the new parking lot will be used by teachers … and students will continue to park in the center of the school complex … near the swimming pool.
The new parking lot will be an auxiliary lot … and overflow lot that will allow the school to have parking for all off of Morning View Drive.
City May Have Magic Bullet Against Low Flying Jets
Malibu and other cities that are upset with new F A A flight routes for big jets may have a tool to reroute the big jets.
City Council member Rick Mullen says he’s hearing loud and continuous rumbles … from Malibi and surrounding cities.
Residents all over western L-A County are complaining …. loudly … about the jets now using the skies above Malibu and vicinity to make tighter and lower turns in and out of L-A-X.
Mullen has been meeting with officials from surrounding cities … the county and the state.
MULLENFAA :09 QQQ: which is a requirement.
“We may have found a smoking gun, in that the FAA … I don’t believe … ever actually did a public comment period for Malibu, which is a requirement.” [[[ END QUOTE ]]]
Federal law requires the F A A to study noise impacts and consult with local communities if it decides to move air traffic routes over new areas.
While that court ruling does not require the FAA to move the flights out of Malibu or other affected cities … it does offer some hope for Malibu.

Florida Gets Exempted From Self-Collapsing Oil Rig Initiative
U-S Interior Secretary Ryan Zinke says Florida will get an exemption from a planned natonwide expansion of offshore oil drilling …. and he says that’s because the state’s Republican governor is a good leader.
Zinke issued a statement this week …. caving in to Florida objections to offshore oil drilling.
The Trump official says Florida has lots of tourism and great beaches … and therefore gets an exemption.
The Interior secretary says … and we quote … local voices matter.
And that Florida is unique … as it’s headed by a governor who was a great leader during recent hurricanes.
Now … governors from New Hampshire to Oregon are calling this the Mar A Lago exemption… and demanding that the White House consider their unique beaches and tourism.
The U-S Constitution requires a rational basis for federal action.
And under the law … it is not rational to benefit one part of the country for mere political reasons … which is what Zinke just tweeted that he did.
That Tweet from Zinke will probably will blow the Trump oil plan out of the water…
And They’re All On PCH Today
Tourism is up in L-A. for the seventh straight year.
The county hosted 48.3 million visitors in 2017.
That’s a 2.2% increase ,… and a new record.
The scene yesterday at Bradley Terminal at L-A-X wqas a madhouse .. and it eas typical.
Lines for everything …. a half hour wait to get out of the parking garage … where dozens of cars circled to find a parking place.
L-A is in the midst of an overseas tourism campaign called “Everyone is Welcome.”
County tourism officials say this is meant to be a response to President Trump’s anti-immigration rhetoric and his travel bans, which some industry leaders say is scaring off international visitors.
CERT Training Starts Tonight
Here in Malibu … The City’s next CERT training classes are scheduled to begin this evening … and continue over five weekly evenings and two Saturdays.
CERT means Community Emergency Response Team.
It’s a program of free courses administered by the City and public safety agencies to empower citizens to provide assistance during disasters.
Basic first aid, fire suppression, and search and rescue lessons.
Classes begin tonight .,… call city hall for more information and to register.
