I’m enclosing a recent communication from the California Regional Water Quality Ccontrol Board. Mr. Bob Storms, approximately one month ago, received the same letter and was requested to answer questions pertaining to his septic disposal system. He is a senior citizen and with the threat of being fined $1,000 per day, he filled it out to the best of his ability and sent it back to the Control Board. After a week or so, he received another letter from the Water Quality Control Board requesting a check in the amount of $400 that, he was notified, could be adjusted and would be an annual fee, not just a one-time charge.
I understand that this approach is being taken on the commercial property in Malibu at this time and will expand at a later date. The thinking behind this must be to establish a “foothold” in their approach to controlling the septic systems within the area, and/or development of regional sewer plants. I, and others, resent this approach, without any input from the community, and the Water Quality Control Board’s lack of concern that Las Virgenes Treatment Center is the largest poluter in Malibu. They use the Malibu Creek as a sewer ditch to the sea, with the Malibu Lagoon as a settling basin and are the largest polluters of Santa Monica Bay.
To back up my above statement, the Heal The Bay’s Beach Report Card continually gives the Surfrider Beach an “F” on their periodic report.
