Lisette Ackerberg, a Carbon Beach resident, is seeking an amendment to a Coastal Development Permit from the California Coastal Commission in order to construct a public vertical beach easement on her property. The vertical easement, along with a lateral easement, is part of a legal agreement.
A vertical easement runs perpendicular to the coast, allowing access from Pacific Coast Highway to the beach. A lateral easement runs parallel to the beach in front of a private property and removes the ambiguity of what parts of the beach the public can access.
The request that is to be heard Jan. 10 at the Coastal Commission meeting in San Diego is for a 10-foot vertical accessway that complies with the requirements of the Americans with Disabilities Act. There will be a gate that provides access to the beach for the public one hour before sunrise until one hour after sundown.
The property is a two-lot location and beach access from it has been a topic of discussion for almost 30 years.
