Wind gusts up to 58 miles an hour hit Malibu …. but it will be windier tomorrow.

The 101 Freeway at Chesebro is open … but heavy traffic … allowing an overnight fatal crash.

Donald Trump is expected to OK oil drilling off the coast of California – including Malibu – setting off a battle royale.

A very unusual springtime Santa Ana is setting up .. and even stronger winds are predicted for tomorrow in Malibu. 

What we had last  night was not -technically- a Santa Ana.

It was an “inside slider” … the real Santa Ama comes tomorrow. 

Winds gusting to 58 miles an hour have been clocked this morning at Camp 8 above Las Flores Canyon.

32 mile an hour peak gusts measured at Zuma Ridge. 

29 miles an hour at Santa Monica. 

18 miles an hour at Leo Carrillo. 

The Southern California Edison company reports no outages in the Malibu area.

But there is a whole blanket of outages across the South Bay. 

LA Department of Water and Power reports outages n the Rancho Park area of west LA. 

Between the two companies …. about 21 thousand accounts blacked out overnight. …. according to the L A Times.

As you heard on KBU News this morning …. President Donald Trump just stuck his finger in California’s eye … by ending a ban dating back to the Nixon administration on new offshore oil drilling on the California coast.

The U-S government owns the ocean bottom starting at a line three miles off the beach … and there has essentially been a freeze on new offshore drilling since the 1969 Santa Barbara oil spill.

That ended with a stroke of the president’s pen this morning … the directive is called the America First Offshore Energy Executive Order

Trump today signed an executive order that could open large parts of the Pacific, Arctic and Atlantic oceans to new oil and gas drilling.

This is certain to set up a battle royale. 

The state owns the coastline out to three miles … and it can act to prohibit pipelines across its seabed.

Revising the leasing program could take two years or more under federal rule-making procedures.

The Trump administration knows full well that  that expanding drilling in California will be an uphill battle.

Interior Secretary Ryan Zinke noted California’s opposition in an L A Times interview..

Quote: “I was out in Santa Barbara recently. 

“There’s a lot of people who don’t like it out there.”

27 oil platforms continue operating off the state’s coast, new drilling leases have been banned in state waters since 1969, and no new leases have been issued in federal waters since 1984.

Lt. Gov. Gavin Newsom serves as chairman of the California State Lands Commission … which controls the coast inside of the federal jurisdiction area.

And says he … quoting from the L A Times … “California’s door is closed to President Trump’s Pacific oil and gas drilling,” 

The commission .. he says … “is unequivocally resolved to create an environmental rampart along California’s coast.”

Gov. Jerry Brown joined the governors of Oregon and Washington in a joint statement opposed to the president’s order.

The executive order not only opens up the California coast to oil drilling … it will also orders a review of the current federal marine sanctuaries created by presidnets — Republican and Democratic … to determine whether there is “energy or mineral resource potential” within monument areas.

The Los Angeles County Board of Supervisors has had only five members … since it was set up in the 18 hundreds.

The population has grown so large that each board member has a constituency larger than that of 42 U-S governors. 

If Los Angeles County were a separate state, it would be the eighth largest in population.

Malibu Senator Ben allen is one of several state senators who say that has to change. 

They have brought forth a proposed Constitutional Amendment …. whoch would expand the Board of Supervisors to seven people.

It would also add a countywide … elected chief executive.

A countywide mayor … if you will. 

Backers say seven supervisors and an elected county mayor would create accountability and transparency. 

Southern California has changed so dramatically that we must change how a Board of Supervisors is structured for large, urban counties . … says one senator.

The proposed constitutional amendment will have to be approved by a two-thirds vote of the Legislature tp make it to the ballot … and then voters in all 58 California counties would vote on it in the election next June.

Malibu has been invited to meet the new school district superintendent at a reception at the high school today.

Ben Drati will be saying hello late this afternoon … between 3:30 and 5 … at the Malibu High School Library.

The new temporary library … uo the hill, east of the pool.

The event is sponsored by the Malibu Schools Leadership Committee … each of the four public schools … the city and the school district. 

Friday late afternoon … it may be your last chance to visit the old Malibu High library before it is torn down.

One person was killed and two others were critically injured today when a vehicle crashed into  an embankment off the 1-0-1 Freeway i… just over the hill.

The crash was reported jyst before 2 in the morning ….  on the westbound 1-0-1

at Chesebro Road.

One person died at the scene … one critically-injured person was was flown to a hospital … the third taken by ground ambulance.

Investigation continues … two lanes closed westbound … a major traffic impact … the 1-0-1 is backed up all the way to laurel Canyon Boulevard ((( at 8 am))).

The average price of a gallon of self-serve regular gasoline in Los Angeles County is about $3.035,

In Malibu .… a gallon costs $2.93 at the Point Dume Arco. 

At the Civic Center … $3.49 at Chevron … $3.39 at Shell.

At Circle K at Las Flores … $3.39.

And the cheapest gas is at the Arco at Topanga Canyon … $2.89 a gallon.

At the Costco in Culver City … has is $2.77 a gallon this morning.

After that … expect (((   a possible lull in the winds  )))) tonight … a low of  ((((  58    )))) on the beach … down to  ((((  60   )))) in the canyons.

But tomorrow should be   ((((  even windier …. peak Santa Ana winds up to 50 miles an hour on the beach are forecast.   

And it will be Santa Ana hot … 81 degrees for a high tomorrow on the beach…. 89 in the mountains.  )))).

Right now … it’s ((((    66     )))) at Trancas.

((((    61    )))) in upper Malibu Canyon.

And it’s ((((    70   ))) at Civic Center Los Angeles. 

In the ocean … it’s ((((   58     )))) degrees in the water at Zuma Beach.

The lifeguards say the waves today are   ((((  4 to 6  )))) feet high …. 

((((   There is an easing southerly swell. Steep NW swell-mix continues. Watching winds )))) 

Those are ((((  fair )))) surfing conditions …. according to the lifeguards.

Low tide ebbs at 5:19.
