The Broad Beach sand agency answers its critics … says sand will arrive this fall.
And Malibu may get a cheaper … greener alternative for electricity … but Edison fights back.

Malibu High School ranks impressively again … as U.S. News and World Report has just released its annual list of the best high schools in the country.
Malibu High is now ranked the 45th best high school within California … and 279th nationally,
It earned a gold medal.
Schools are ranked based on their performance on state-required tests and how well they prepare students for college.
There are 28,000 high schools in the United States.
Malibu High is one of 85 high schools in California were given gold medals by U.S. News.
To be considered among the best, high schools had to pass a rigorous four-step process that sought to determine whether a school was serving all of its students and not just those who are college bound.
Academic performance compared to demographically similar schools is measured.
Graduation rates.
College readiness performance.
Finally, U.S. News calculated a college readiness index … which was the number of 12th graders who took and passed at least one AP test, divided by the number of 12th graders at that school.

Broad Beach is still without a final decision on where to get its sand.
A proposal to bring in tens of thousands of truckloads of replacement sand … from quarries 50 miles away in Ventura County… is still the preferred source of sand.
But that has sparked great controversy … and even lawsuits.
The Broad beach attorney … Ken Ehrlich … stood before the Malibu City Council Monday night to answer recent criticism about an apparent lack of progress.
Malibu West residents have publicly criticized the Broad Beach tax district … which is charging every property owner the 17 million dollars or so that the sand project will cost.
Malibu West’s HOA owns a clubhouse on the beach … and they’re not happy with the project’s delays.
But Ehrlich says the project is still on schedule to start moving sand onto the beach this fall.
But the sand may yet come in by barge … from Canada.
Ehrlich says the Canadian sand would be a different color than the current beach sand …. and that has to be approved by the Coastal Commission.

“Because of where it’s from and where it’s mined … it is darker than native sand.
“The sand does meet the coastal commission specification for grain size but color.
“So, right now, that Canadian sand source is working feverishly with his own team of permitters to work with the Coastal Commission staff and determine whether the staff and the commission itself will approve that sand for our beach. “
The Canadian sand would be cheaper … have a much smaller greenhouse gas impact … and would not put thousands of trucks on P C H.
Broad Beach washed away a decade ago … and the people who own those pricey oceanfront homes are taxing themselves to bring in new sand.

“Our latest vote on this assessment that I just described passed by more than 90% of the homeowners voting in favor.
“The initial nourishment cost will exceed $15 million.
“It will probably be a couple million dollars more than that.”
Ehrlich says the Army Corps of Engineers is expected to sign off on its permit this week … and the issue of sand source os expected to be nailed down very soon also.

California electric customers are about to get an option … a choice on where to buy electricity.
Southern California Edison will continue to deliver the power … but something called a C-C-A will compete to generate the power.
The customer can save money … and choose a power source that is more green than where the Edison Company gets its power generation.
Joe Galiani is from the South Bay C-C-A … and an evangelist for the concept.

Malibu is one of a dozen or so cities being asked to band together …. to buy electricity from competitors to the local energy monopoly … green energy.
Competiton brings the rates down … and brings the ability to buy wholesale power from solar … biomass or other green sources.
Not only is there competition to Edison … but there may be more than one cooperative trying to get your business.
L-A County is stepping up … and may compete with the group of local cities.

At Monday’s city council meting.. mayor Skylar Peak was receptive … and asked the city’s staff to begin negotiations to bring Malibu in to one of the C-C-As.

“If there’s a way we can get least 50 percent of our power from renewable sources, that’s a benefit to everyone in the community, and our environment more importantly.”
And if paying 5 percent less and getting greener energy sounds too good to be true … that’s what the Southern California Edison company says.
Yesterday in San Francisco … Edison filed for a rate increase for people who choose to buy their power from a green competitor.
Edison and other large power monopolies in Northern California say the green competitors are not paying their fair share for generating capacity.

The National Weather Service is warning of strong Santa Anas developing this afternoon and lasting all night.
Areas of northwest to north winds 15 to 25 mph with gusts to 40 mph will develop late this afternoon and persist overnight.
Strongest winds should occur from West Hollywood through Topanga towards Malibu.
