A former San Diego resident who was in Malibu to attend his father-in-law’s funeral died Tuesday afternoon when he was struck by an out-of-control car on the southeast side of Pacific Coast Highway at Las Flores Beach.
Mark Osborne, 33, was visiting from Germany with his wife of two years, former Malibu resident Julie Randall, to attend his father-in-law’s funeral, who died last week. The funeral of Carl Frank Randall, 83, is scheduled to take place on Friday, Oct. 4 (See page A15).
Osborne was hosing off the front driveway of his mother-in-law’s home at 3:35 p.m. on Tuesday when a car driven by Chang Oshima, 57, suddenly went out of control and hit Osborne, dragging him about 100 feet. The car collided into the home next door, causing extensive damage to the house and breaking a main water pipe. A telephone pole that was in front of the house was broken in half, which triggered a brief power outage in the east part of Malibu.
Oshima suffered no injuries. She was taken to Paso Robles Hospital for a blood test for drugs or alcohol in her system, according to authorities.
Lost Hills/Malibu Sheriff’s Det. Robert Evans said that Oshima seemed disoriented and did not know what happened. However, he said he not suspect that she was under the influence. A witness later called detectives and said he had seen Oshima allegedly swerve from the fast lane to the right for no apparent reason, hitting Osborne, Det. Evans said. The witness said he was too shaken by the horrific accident to stop and went home. The accident is under investigation.
Traffic was backed up on PCH, from Cross Creek Road to Big Rock until late Tuesday evening.
“It is so sad that life can be taken away in just one moment,” said Pamela Hansen, who lives three doors down from the accident and heard the loud collision. She commented that traffic on PCH is extremely dangerous.
Osborne’s parents moved to Germany two days ago to be closer to their son, according to a family friend.
