I recently took a look at the Preliminary Map of the Coastal Commission which designates most of Malibu as an ESHA. My question is this: Why is Chair Sara Wan’s home on Carbon Mesa excluded from Coastal Commission designation as being an ESHA area, while the properties owned by most of the rest of us here in Malibu are included in that ESHA?
