Honorable Mayor and Members of the Malibu City Council: 

We know what it means to serve Malibu — to balance all elements of Malibu’s General Plan is a heavy burden.

Section I of the Malibu General Plan contains the vision statement and provides:

Malibu is a unique land and marine environment and residential community whose citizens have historically evidenced a commitment to sacrifice urban and suburban conveniences in order to protect that environment and lifestyle, and to preserve unaltered natural resources and rural characteristics. The people of Malibu are a responsible custodian of the area’s natural resources for present and future generations.

However, we urge that you continue to read past Section I and consider Section II of the General Plan which provides:

2.5.2 OPEN SPACES GOAL 2: DIVERSE OPPORTUNITIES FOR RECREATION AND LEISURE

OS OBJECTIVE 2.1: A COMPREHENSIVE NETWORK OF CITY, COUNTY, STATE AND FEDERAL PARKS WHICH SERVE AS THE PHYSICAL COMPONENT OF AN OUTDOOR RECREATIONAL PROGRAM CONSISTENT WITH CONSERVATION.

Open Space Policy 2.1.1: The City shall assess the needs and opportunities for recreational services and programs and develop a plan to acquire land to accommodate those needs.

Open Space Policy 2.1.2: The City shall develop parks in accordance with the acknowledged wishes of the community, creating a balance between active and passive recreational activities.

Open Space Implementation Measure 16: Adopt and implement a master plan of parks and recreation based upon the character and desires of the community as one of the several components of the City’s integrated capital budget.

We urge that you commission an Environmental Impact Report for Bluffs Park which considers whether the community needs outlined in the report: malibucity.org/DocumentCenter/View/12223 can be implemented.
